**About the JIO**

The Joint Intelligence Organisation (JIO) primarily supports the Joint Intelligence Committee (JIC) and the National Security Council, the Prime Minister and other key decision-makers by providing authoritative, robust all-source intelligence assessment on a vast range of national security and foreign policy priorities.

**About PHIA**

The Professional Head of Intelligence Assessment (PHIA) leads the Intelligence Analysis Profession across government, providing a central function to drive coherence, collaboration and capability development. PHIA is supported by a team that sits within the Joint Intelligence Organisation and has a broad remit covering analytical tradecraft/standards, community collaboration, and analyst career pathways.

**The Role**

In this role, you will lead, expand and be expert in the provision of analytical tradecraft support to the JIO and the intelligence assessment community. The post holder will work closely with the PHIA Professionalisation team to further the professionalisation of intelligence analysis and assessment and advise the Head of the Intelligence Assessment Academy on the development of analytical learning.
- Provide analytical tradecraft support to the JIO, wider intelligence assessment community, and - where appropriate - partners across government. You will line-manage an SEO tradecraft officer whilst working to expand the capability, capacity and reach of the team.
- Act as a role model within the UK intelligence and assessment communities in analytical tradecraft, building trusting and collaborative relationships that get the best from everyone. You will lead the cross-community Analytical Tradecraft Group, delivering their agreed work plan. You will build consensus on emerging tradecraft developments and projects, managing challenge and dissent constructively.
- Maintain relationships with existing analytical tradecraft teams across government. You will partner with Five Eyes and other allies to ensure best practice in analytical tradecraft is embedded in the UK, whilst representing the UK assessment community internationally. You will also engage with the private sector and academic experts to identify and implement novel tools and insights to improve the practice of intelligence assessment.
- Work with the PHIA Professionalisation team and Intelligence Assessment Academy to advance the professionalisation, maturity and cohesiveness of the intelligence analysis profession.
- Work closely with colleagues in other JIO teams to support their work and the institutional development of the JIO. As part of analytical tradecraft duties, you may be asked to work anti-social or extended hours with little or no notice during crises.

**Person specification**:
The following skills are **essential **for the role:

- Previous experience delivering all-source intelligence assessment in more than one UK intelligence assessment organisation.
- Extensive experience developing and employing structured analytical techniques and other analytical tradecraft tools in support of all-source intelligence assessment.
- Experience leading successful cross-government projects delivering real and measurable change.

You will have previous experience producing and overseeing all-source assessment, with demonstrable experience across the PHIA Professional Development Framework skills, with a particular focus on Tradecraft and Challenge at an Advanced level.

You will be experienced in building trusting, collaborative relationships on sensitive issues. You can demonstrate your good leadership skills which engage colleagues and gain commitment to delivering your vision. You can demonstrate a track record of being a strategic thinker and managing team dynamics effectively when working across departmental - and other - boundaries.

You will have communication and influencing skills that demonstrate the ability to lead a cross-Government community and to build trusting relationships with assessment bodies and other Whitehall departments, whilst delivering and managing a quality service. You will also have
