**Job summary**:
HMRC’s Fraud Investigation Service (FIS) is responsible for the department’s civil and criminal investigations. FIS ensures that HMRC has an effective approach to tackling the most serious tax evasion and fraud. FIS is home to a wide range of people with a variety of skills and professional backgrounds - including accountants, cybercrime specialists, criminal justice professionals, tax professionals and operational delivery support teams to name but a few. We use a range of powers and approaches to protect funding for UK public services, investigating the most harmful tax cheats and ensuring nobody is beyond our reach.

The Economic Crime (EC) deputy directorate forms an integral part of the HMRC Serious Fraud Strategy. Working closely across the department and the wider Law Enforcement community, using specialist expertise and modern technology we put illicit finance at the centre of operations. Our teams tackle the financial aspects of cases that will ultimately deter, disrupt and remove assets from tax fraudsters.

Within EC, Economic Crime Supervision (ECS) is a unique aspect of HMRC activity. As a supervisor of almost 30,000 businesses across nine high risk sectors, our team of over 300 specialist staff is growing to meet that challenge.

ECS currently have supervisory responsibility for:

- Money Service Businesses (MSBs)
- Estate Agency Businesses (EABs) and Letting Agency Businesses (LABs)
- Accountancy Service Providers (ASPs) and Trust or Company Service Providers (TCSPs)
- High Value Dealers (HVDs) and Art Market Participants (AMPs) - Bill Payment Service Providers (BPSPs)
- Telecommunications, Digital and IT Payment Service Providers (TDITPSPs)

**Job description**:
This is a new role within ECS where the successful applicant will be working in an interesting and high-profile part of the department.

Compliance Investigation teams are a key part of our work, where their role to test compliance with the regulations and raise standards in the sectors we supervise mitigates, prevents and disrupts the risk of anti-money laundering/terrorist financing. Investigations of registered businesses may be carried out on the registration or status of individuals, or on broader compliance. Investigations can be undertaken in partnership with teams across HMRC or with other law enforcement agencies or supervisors.

ECS is in a dynamic phase and as part of our respond strategy we want to ensure our complex cases are worked with the necessary expertise and technical ability. The successful applicant will be an experienced compliance officer with sound interpretation of risk, effective dialogue with customers and robust records testing. They will have knowledge of the Money Laundering regulations, be proficient in writing to evidential standards and have knowledge of the litigation process.

As an ECS Trainee, you may be required to complete a consolidated learning routeway, specific to the role.

**Person specification**:
**Essential criteria**:

- A working knowledge of The Money Laundering, Terrorist Financing and Transfer of Funds (Information on the Payer) Regulations 2017
- A working knowledge and understanding of the sectors of which HMRC have supervisory responsibility.

- Good judgement, problem-solving & decision-making skills.
- Are flexible, adaptive and creative in solving problems and dealing with change.
- Can effectively organise and plan, anticipating risks to prevent them becoming issues.
- Can demonstrate sound interpersonal, communication and relationship-building skills and thrive working as part of a team as well as working autonomously.
- Acting as support/expertise for our inexperienced staff.
- Experience of working in a compliance area.
- Due to the sensitive nature of the work, security check (SC) level of security clearance is required. Applicants without this level of clearance must be willing to undergo the necessary level of vetting and secure relevant clearances
