Research Vessel (RV) Cefas Endeavour is a 74m purpose-built platform which came into service in 2003 and has a planned end of life in 2033.

The vessel undertakes scientific data collection surveys to support a range of scientific outcomes which enables the UK Government’s to comply with its statutory and Ministerial signatory obligations. With RV Cefas Endeavour now reaching 20 years of service, and given the lead-time required for a refit or replacement of RV Cefas Endeavour.

Defra group Commercial wish to appoint a Senior Category Officer to support the CEFAS future delivery at sea: Support and lead delivery of a high value, risk projects and contract / supplier management within a market facing project team across the full commercial life cycle.

**As a Senior Category Manager (Inside IR35) your main responsibilities will be**:

- Prepare initial sourcing strategies, and contribute to business plans Plan and manage market engagement exercises
- Prepare pre-tender and tender documents in conjunction with customers
- Run tenders in accordance with Public Contract Regulations and managing evaluations
Prepare recommendations for tender outcomes
- Prepare contract management documentation in conjunction with stakeholders
- Support development of key supplier relationships to deliver exceptional performance in cost, service and quality.
- Build and sustain effective relationships with internal customers.
- Provide day to day advice at the appropriate level on commercial issues and governance across the relevant category, taking full account of risk, exploiting commercial opportunities and maximising value of money and savings.

**Role Requirements**:

- Lead and supported delivery of projects including procurements and/or managing contracts or suppliers to a successful outcome
- Formed positive working relationships with colleagues, customers and suppliers including influencing and challenging to gain the best outcome. You may have some line management experience.
- Understand regulatory frameworks, ideally some exposure to Public Contracting Regulations, working
within agreed policies and processes and promoted those standards in the way you work
- Delivered improved ways of working, business change or efficiency.
- Proactively identified risks and managed plans to mitigate
- Attended and potentially chaired meetings to gain decisions including setting
agendas, leading on items and recording actions and decisions
- Presented conclusions and made recommendations evidenced by analysed information including financial information.

- Public contracting methodology experience
- Project / programme management skills
- Commercial strategy experience
- Experience of ITT documentation
- Experience of Contracting model
- Experience of Pricing models
- Experience of Benefit analysis
- Experience of Cost opportunities
- Market engagement experience
- Engaging with internal and external customers or stakeholders
- Experience of using Atamis or similar

- MCIPS
- Public Sector Experience
- Ship building experience
