**Senior Payroll Officer**

**Job purpose**:

- Lead on the operational management of the payroll function, including any external payrolls provided under a service level agreement.
- To work closely with other services such as the HR Team and managers to deliver a customer focused service.

**Duties and responsibilities**:

- To lead on the operational provision of a comprehensive payroll service including advice and guidance in relation to tax, national insurance, pensions etc.
- To line manage Payroll Officers
- To perform all duties relating to the payment of salaries and allowances including, statutory and occupational pay schemes, allowances and related deductions and maintain all necessary records.
- To ensure that payroll deadlines are achieved and the appropriate checking procedures are carried out to ensure the quality and accuracy of the payroll and that all entries are accounted for.
- Oversee the accurate calculation and timely processing of financial information, maintaining controls in accordance with legislation and procedures, ensuring information is stored accurately, appropriately, confidentially, minimising fraud and overpayments.
- Prepare reports and statistical returns to drive forward effective compliance management, ensuring they are appropriate for internal and external
- To assist with the production of management reports and budgetary control information relating to employee costs and statutory deductions as required.
- To act as Systems Administrator in conjunction with the Payroll and HR Team and support with the development and maintenance of the HR and Payroll system and ensure that it is fit for purpose and that all date is accurate, timely and stored in accordance with appropriate legislation and procedures.
- To develop and implement fit for purpose Payroll procedures, processes and management information systems.
- To ensure accountancy, financial control and financial information requirements are met relevant to the Payroll service.
- Contribute to the development of a customer focussed approach to service delivery.
- Respond to pay related queries from employees, managers, Members and other parties.
- Deal with queries from outside bodies for e.g. Government departments, DCC, DWP, banks and HMRC.
- Prepare as requested reports, management information and/or estimates as required.
- Lead and support with Payroll projects as required.
- Be responsible for the accurate and appropriate processing of data, ensuring compliance with organisational policies and procedures (ie data protection).

**Experience**:

- Working in a financial or payroll environment
- Working with computer based payroll systems
- Working with Frontier CHRIS HR/Payroll system
- Using Microsoft Office packages
- Providing advice and guidance
- Producing reports and briefing notes
- Analysing and manipulating data

**Skills**:

- Excellent interpersonal and communication skills
- High professional standards, methodical, diligent and able to manage workload including prioritisation and time management
- Use own initiative and problem solving skills
- Work accurately and pay attention to detail
- Perform complex calculations quickly and accurately
- Produce financial reports
- Work to tight deadlines in a demanding environment
- Maintain confidentiality and work in accordance with Data Protection principles
- Interpret and implement payroll/financial regulations and legislation
- Deal with difficult and sensitive situations in an appropriate manner

**Full Time, 37 Hours Per Week**
**Salary - £29,438 - £32,019 Per Annum**

**Job Types**: Full-time, Permanent

**Salary**: £29,438.00-£32,019.00 per year
