MEAL Manager, Donor Relations and Feedback manager, Data Information & Quality Assurance Officer, Feedback/Programme Support Officers

**PURPOSE OF POST**

The main purpose of this role is to lead on ensuring the quality, accountability and reporting of our work, bringing immediate and lasting changes in the lives of our beneficaries.

The Head of MEAL and Donor care will bring significant experience and fresh ideas to lead on MEAL system implementation, review, evaluations and reporting, MEAL budgeting, recruitment, as well as support to proposal writing and log frame development. The post holder will ensure that all Penny Appeal and Partner projects are supported to ensure quality, effectiveness and appropriateness of their programmes. It will be important for the position to capture lessons learned and communicate this information in various capacities to improve ongoing and future programming S/he will guide Penny Appeal and Partner teams to maintain an effective monitoring system across all sectors, including the use of beneficiary feedback data, to assure the quality of interventions. The position will lead on building the capacity of staff and partners on MEAL but particularly on accountability, participation, reporting and feedback with a specific focus on our beneficiaries.

Ultimately, the position will ensure that the programme has evidence-based knowledge to inform the direction of the programme from assessment and regular programme monitoring documents. Special attention should be paid to the positive and negative impact that interventions have in communities, marginalised, vulnerable and disabled persons. This analysis will need to be made available to all PA staff and external stakeholders where appropriate.

The position will closely work with programme sub-sections in Partnerships, Programme operations, Safeguarding for cross-accountability, sharing responsibilities, learning, and knowledge management.

**KEY RESPONSIBILITIES**

**System Design and Promoting MEAL**
- Lead on the development and oversee the roll-out of an organisational MEAL system (emergency & development), ensuring accountability to donors and beneficiaries
- Promote all aspects of MEAL to support the creation of an organisational culture which prioritises quality programming.
- Build strong relationships with colleagues, Programmes sub-sections and partnrs and provide support as required to ensure MEAL system is understood and supported at field and Countries of operations levels.
- Support the use of standard mobile data technology and online dashboard to enhance the timeliness and quality of data collection, analysis, and visualisation.
- Work closely with the programme teams and partners to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality, accountability, management and impact. This may include the establishment of a Programme Accountability Committee.

**Staff Management, Mentorship, and Development**
- Manage the MEAL and Donor Care team to achieve its mandated targets in accordance to annual operational plans and priorities.
- Ensure an empowering work environment and team building in compliance to PA ‘s values, principles and attitude.
- Ensure an enabling environment for staff performance, recognition and reward of the MEAL and DonorCare team to encourage staff productivity, innovation and performance (e.g. facilities, equipment, duty facilitation, team building etc.)
- Support the Director of Programmes in the review of staff job descriptions and setting of performance standards
- Involves in recruitment of staff wih Coordination of HR.
- Assigns performance objectives to supervised staff, conducts comprehensive performance appraisal of supervised staff and provides / obtains feedback when necessary.
- Ensure that performance records of staff under supervision are submitted to HR on time
- Provides induction, training, coaching, mentoring and advice to supervised staff to ensure that they understand and carry out their responsibilities effectively
- At the organisational level, devise and manage a MEAL training programme with the goal of increasing capacity and awareness of MEAL for all staff. Assess training needs and engage MEAL team staff to roll-out the training programme.

**Internal Reporting**
- Responsible to ensure that the organisation delivers on all internal M&E requirements in emergency and development programmes in a timely manner and with high quality information, including reporting on PA Stratic plan indicators, monthly and quarterly reports, total direct and indirect reach data.
