**The Role**

The postholder is responsible for ensuring CAA’s occurrence reporting system (Eccairs 2) performs at acceptable standard, delivers the expected benefits, and meets the CAA’s safety occurrence reporting regulatory requirements.

They act as first point of contact with regards to Eccairs 2 system development, maintenance, operation (including training and documentation) and continuous improvement by supporting and acting upon feedback received by aviation reporters, business users across SARG, the Occurrence Reports Governance Group and the Leadership Team.

The postholder also liaises with the vendors and other external stakeholders and communicates important relevant system information and updates to business users in a timely manner.

**Core Accountabilities**

**Eccairs 2 System Implementation and Development**:

- Work with Intelligence and Safety data on e5x and Eccairs Taxonomy compliance
- Provide technical advice at project level; prioritize E2 user needs, review and sign off project documents
- Attain expert level understanding of Ecaairs2 system functionality and potential
- Own product roadmap, priorities product backlog and user requirements Stakeholder management and collaboration:

- Collaborate and work closely with Eccairs 2 project team, Intelligence, UKAB, AAIB, capabilities areas and external reporter entities to provide updates and gather feedback and requirements
- Work closely with Intelligence to follow E5X validation pipeline

**Eccairs 2 Accounts Management and Administration**:

- Provide technical and administrative support to internal users and regulated entities: organizations and individual reporters
- Liaise with regulated entities to set up and administer organizational accounts
- Manage CAA and UKAB Instances
- Liaise with ISD for system performance, maintenance, and security
- Liaison with vendor and EASA/ICAO
- Liaise with EASA / Biblomatica, contribute to the ECCAIRS community, own and maintain a good relationship with EASA and other authorities to roll out the final E2 service within UK CAA
- Review, maintain and manage updates of Custom Taxonomy
- Participate as required in ICAO/EASA Taxonomy working groups

**Continuous Improvement**:

- Seek to identify potential improvements in existing processes, systems, or publications

**System Documentation and Training/Quality Assurance**:

- Ensure system documentation such as User Guides, written procedures and working instructions are up to date
- Coordinate provision of timely and suitable training to all levels of users

**Desirable**
- Technically proficient having operated in a digital role previously
- Experience or knowledge of user research techniques and how to articulate a user journey
- Experience as a business system owner or project manager previously
- Experience of working with cross-functional teams to deliver and maintain a product
- Experience of working within the software development lifecycle
- Understanding of the challenges of integrating legacy technologies with modern platforms
- Understanding of occurrence reporting methods and their challenges
- Knowledge of risk management principles
- Knowledge of the aviation industry and regulatory oversight context
