**Job summary**:
The Cities and Local Growth Unit, is a joint unit between the Department for Business and Trade (DBT) and the Department for Levelling Up, Housing and Communities (DLUHC). Our mission is to empower places - from rural to major cities, from prosperous places to those facing challenges in the modern economy, to bolster their potential through boosting economic growth.

This role sits within the North West and Northern Powerhouse Team. We lead within the UK Government on local growth and levelling up initiatives, supporting a range of projects and programmes across towns centres and high streets, Local Enterprise Partnerships, Mayoral Combined Authorities and Local Authorities.

We work at different levels, from the small neighbourhood to the large sub-national strategy including on policies such as devolution, delivering levelling up programmes and gathering economic intelligence. Our work emphasises external engagement and understanding real-world economies. This role presents a great opportunity to build confidence dealing with senior external figures and supporting Ministers and Senior Officials in their engagement with local partners.

Our teams are experts on their parts of the country. Government has a strong grasp of the facts and figures, but facts and figures don't explain a place. We understand local individuals and institutions. We know how places feel. We know their history. We can tell stories about them and work with them to deliver positive change.

This is an excellent opportunity for someone who wants to work on developing place-based policy making and become an expert in the economic growth landscape of Cumbria.

**Job description**:
As an Area Lead you will:

- Establish a trusted network of senior contacts to build a wealth of knowledge and expertise about Cumbria.
- Use your excellent stakeholder engagement skills to build and influence strategic level relationships with local growth partners, including the two Unitary Authorities, LEP and key institutions such as universities and businesses. Offer advice and challenge to these partners to support the development of their plans and strategies.
- Building an expert understanding of the political and economic landscape of Cumbria and using this to brief ministers and inform central government policy on both opportunities and challenges.
- Cultivate and develop a network of contacts within Government - including within Department for Business and Trade, Department for Levelling Up and OGDs - to support your understanding of the wider policy landscape and to identify opportunities for greater collaboration, particularly on Barrow.
- Lead on the monitoring and delivery of operational local growth programmes across your area, including the Levelling Up Fund, Towns Fund, Future High Streets Fund, UK Shared Prosperity Fund.
- Expertly lead and directly line manage a small team with oversight across Cumbria. Be a supportive and considerate line manager focused on getting the best out of your direct reports. You will use your judgement and creativity to set the direction for your team, including identifying local economic priorities, resolving challenges, and convening key partners.
- Be an active member of the divisional Senior Management Team, supporting the Grade 6 and Area Director in embedding a high performing team culture.

**Person specification**:
**Personal Attributes & Skills**

**Who are we looking for?**

Someone who enjoys building strong relationships with external partners and across government - demonstrate a commitment to fostering networks to support your work.

You will be a pro-active self-starter who will take responsibility for the continuous improvement of the Cumbria team and the rest of the North West team. A supportive and considerate line manager keen to get the best out of your staff and demonstrate a genuine care and concern for staff well-being and diversity. Enjoy engaging in corporate activities to drive a high-performing team culture.

Comfortable and resilient working in ambiguous and changing circumstances and identifying opportunities as they emerge, you will feel confident and adept in working with external partners to both support and challenge.

In return we will offer proactive support on your specific career development goals, with the previous area lead moving on promotion.

**Essential criteria**
- Demonstrate inclusive and collaborative leadership with an experienced track record of leading teams
