**Job description**:
The Department for Transport (DfT) is responsible for maintaining high standards of safety and security in transport. You will join the International Rail Security Policy Team, which sits within the Integration and Security Directorate, and is at the heart of this work to ensure the UK’s railways deliver better services for passengers and freight, in a way that also delivers high levels of security, resilience and safety.
The International Rail Security Policy Team leads on policy to protect the Channel Tunnel, its staff and passengers from terrorist attacks. The team works in partnership with the division’s compliance inspectors to ensure an effective protective security regime is in place for the Channel Tunnel and its operators.
As International Rail Security Senior Policy Adviser, you will be responsible for leading on policy issues relating to Eurostar operations. This will involve liaising with government, police and industry stakeholders, including representing the team at meetings where balancing the needs of the department and industry will be key.
The team is currently reviewing the Channel Tunnel security regulations that we serve on international rail operators, therefore you will take a lead role in influencing and supporting any changes. This will involve working with Research, Analysis and Development (RAD) colleagues to identify new technologies or initiatives that will support protective measures for the Tunnel.

**Your key responsibilities will include, but are not limited to**:
- With assistance from the team, completing the review of the Channel Tunnel security regulations, securing ministerial clearance and serving refreshed versions on Directed Parties.
- Providing advice and information on multiple aspects of the international rail security regime and leading the implementation of recommendations from the team’s rail freight security review.
- With assistance from one of the team’s HEOs, leading the implementation of recommendations from the team’s review of security at the Passenger Terminal Building at Eurotunnel.
- Leading engagement with operators and partners, providing direction and guidance as required, and supporting policy implementation.
- Being the team focal point for proposals for new international rail routes and providing advice and guidance to new operators on the security implications of their proposals.

**About you**
You will have confidence working with a high level of autonomy, with the ability to drive forward your work in a fast-paced environment. You will feel comfortable when faced with ambiguity, and will remain adaptable and flexible, adjusting to the requirements and strategic direction of the business. You will be a positive leader, supporting both the wider objectives of the team and the division.
You will be a strong communicator, both verbally and in writing, enabling you to draft and provide briefing to Ministers, senior officials and industry partners. You will have excellent interpersonal skills and will enjoy working closely with the Department for Transport’s wider national security apparatus and other Whitehall colleagues to understand and respond to the evolving terrorist threat. You will build understanding of and take into account the economic and international relations context for the Channel Tunnel and its operators.

This role is available to individuals who wish to be spending their office time in London, Leeds or Birmingham, and there will also be occasional opportunities for occasional UK and overseas travel.
A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty
