Responsible for scanning for national policy changes; translating national policy into implementation plans that cover the 0-19 service. Ensure highly effective communication mechanisms and processes are in place to negotiate and consult with partners, Service Leads and clinicians in order to achieve demonstrable and measurable project and workstream outcomes. Contribute to a respectful, proactive and collaborative culture within the 0-19 service supported by effective multiple communication systems and processes that promote awareness and contribute to high levels of staff satisfaction. Present highly complex information to a wide range of stakeholders including other sectors, the public, service users/patients, and community groups, both within the Trust and externally to ensure compliance with performance targets and strategic objectives.

Model and work to the highest level of interpersonal and communication skills to influence change and engage with challenging targets and be able to achieve this in a potentially resistant environment. Manage, motivate, persuade, and influence multiple stakeholders and patients to ensure the timely completion and delivery of programme / project outcomes. Deal with contentious and controversial matters with tact and diplomacy, while ensuring that decisions are made in an open and transparent manner based on the evidence available. Deliver innovative and consistent service and performance improvement in relation to quality, efficiency and clinical outcomes, using organisational learning to support continuous improvement Work directly with staff and stakeholders particularly children, families, carers and commissioners to ensure development of services that are responsive and tailored to individual need To lead and drive the implementation of key improvement projects in accordance with improvement methodologies, ensuring the identification and delivery of all key programme deliverables within timescale and budget and to an appropriate quality.

Regularly lead project groups and facilitate workshops, providing leadership and direction. Ensure effective management of the teams and compliance with all essential, mandatory and statutory training Monitor and manage standards of performance, conduct, and behaviour, and levels of staff absenteeism ensuring these matters are dealt with effectively within policy Ensure that staff groups within the Division are working to competencies which are regularly assessed and appropriate to the service Facilitate the personal and professional development of the workforce through the available Trust leadership and management programmes, ensuring the education, training and development of staff is prioritised to support service delivery Deliver the workforce appraisal process to engage and inform staff on their role in the delivery of the Clinical Strategy and Business Plan and to develop a team culture based on the Trust's vision and values Further information about the Trust and this role can be found on the Job Description and Person Specification document attached.
