NHS England's counter fraud function sits within the Assurance and Counter Fraud team, an integral part of the Financial Control Department. An effective NHS England Counter Fraud function is essential to ensure its funds are used to provide high quality care for the people of England whilst achieving efficiency for the taxpayer, and minimising the loss to fraud.

The fixed term/secondment opportunity has arisen for seven Counter Fraud Specialists, a key role within the team.

These posts will each have a slightly different emphasis covering proactive and reactive areas within the same job description, with a specific focus and objectives in the temporary period. All will require flexibility and the ability to adapt to respond to issues as they arise to support the overall work of the team.

From April 2023, NHS England, Health Education England and NHS Digital will be one single organisation, putting workforce, data, digital and technology at the heart of our plans to transform the NHS.
- Act as a senior investigator ensuring a high level of quality on all elements and outputs of the investigative function produced by them and any investigators for which they have a supervising role.
- Ensure compliance of appropriate legislation and guidance for investigations conducted by them and investigators under their supervision.
- Maintain and develop own investigative skills and experience as required, as well as those under their supervision.
- Assist the Band 8a Lead in the continual development and enhancement of the in-house counter fraud function.
- Carry out data analysis to support the Band 8a Lead and other team members throughout the investigation process.
- Produce investigation plans, closure reports and regular update reports to key stakeholders.
- Contribute to the performance improvement of the reactive service.
- Engage at a senior level with a wide range of internal and external stakeholders.
- Support and collaborate with the Band 8a Lead and other team members regarding the wider function. Applications should demonstrate the following:

- Accredited Counter Fraud Specialist, with considerable post-accreditation NHS experience.
- Comprehensive knowledge of relevant legislation and guidance e.g. Fraud Act 2006, Bribery Act 2010, CPIA, PACE and NHS Protect guidance.
- Extensive experience in conducting criminal investigations in accordance with relevant legislation and guidance.
- Working knowledge of the CLUE/FIRST system and NHSCFA processes and guidance.
- A thorough understanding of fraud risks applicable to NHS England and other NHS organisations.
- Experience in working as a Local Counter Fraud Specialist (or a related role) within an NHS commissioner, particularly within Primary Care (desirable).
- Ability to develop and maintain strong working relationships with key stakeholders.
- Ability to work under own initiative, manage competing priorities, develop practical solutions to risks and overcome obstacles.
- Clear communicator with excellent written and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately to a diverse and varied range of audiences consisting of internal and external stakeholders.
