Oxford, United Kingdom Aspire Oxfordshire Full time

**About Aspire**

Aspire is a multi-award-winning employment charity and social enterprise.

We empower people facing homelessness, poverty and disadvantage to find employment and housing. In 2022-23 we engaged with over 1,800 people across our projects and programmes throughout Oxfordshire and the wider Thames Valley.

**Overall Purpose of Job**

The post holder in this new, exciting, and innovative role in Aspire will work alongside supported housing provider partners in Oxford to identify ‘move-on ready’ individuals recovering from homelessness and enable their access to suitable move-on opportunities, particularly in the Private Rental Sector (PRS). This will include utilising a £20,000 personalisation fund budget to support people to progress with moving on. The target client group is single homeless people with low support needs, who are ready and able to move on to more independent, or otherwise more suitable, accommodation.

As a specialist innovation role, it is anticipated that the enablement worker will also share the learning from this project across the network of supported accommodation providers, with a particular focus on providing support workers with the ‘best practice’ tools and knowledge to enable ongoing, effective move-on from their services with a focus on securing and sustaining accommodation within the Private Rental Sector.

**Key tasks**

Key tasks and accountabilities are intended to be a guide to the range and level of work expected of the post holder. This is not an exhaustive list of all tasks that may fall to the post holder and employees will be expected to carry out such other reasonable duties which may be required from time to time.
- Work alongside supported accommodation providers in Oxford to identify individuals within their services who are both move-on ready and willing to engage with the opportunity offered by this project; to enable their access to PRS accommodation.
- Identifying suitable move-on options in the local PRS, including through working collaboratively with the Council’s local authority PRS scheme, and unblocking any barriers to this being accessible for project participants.
- Working with individuals to explore possible move-on options and addressing any personal barriers to achieving a sustainable housing outcome, including through calling on a dedicated personalisation fund.
- To enable progression, through personalised, strengths-based support planning, in partnership with the current supported accommodation provider
- Create move-on support plans that demonstrate the individual's wishes, needs and aspirations and how these will be met, in line with available options.
- Work in partnership with the administrators of the Access Panel, so that part of the focus on move-on work can be directed towards services with the longest waiting lists.
- Free up capacity within supported accommodation provision to ensure individuals in most need of this kind of accommodation can access it, i.e. those rough sleeping.
- Share learning and good practice with partner agencies around effective and sustained move-on, to upskill the workforce and contribute to service development.
- Engage and take an active role in other work streams and initiatives looking to improve move-on from supported accommodation.
- Support people who use the service to build relationships outside the homelessness sector and to give and receive respect and dignity.
- Support people who use the service to develop skills and experience which will aid in move-on e.g. meaningful occupations, improvement in budgeting skills, self-care and independent living skills etc.
- The post holder must demonstrate their ability to commit to Aspire’s way of working; adopting a strength based, client-centred, psychologically and trauma informed, partnership working approach. In order to achieve meaningful, sustainable rehabilitation and recovery outcomes.
- Completing safety planning and associated Risk Assessments and management plans. Working closely with our designated safeguarding lead, in compliance with Aspire’s Safeguarding policy and procedures, and with the relevant safeguarding persons in the respective supported accommodation.
- To support clients into Aspire’s core programme for further personal development opportunities including: employment, education, training, social & digital inclusion and development support.
- Attend training or other professional development activities as required to effectively perform the role.
- To keep up to date case notes on Aspire’s database, and other appropriate spreadsheets, to support data and reporting collation for quarterly reporting.
- Represent the organisation externally including attending relevant events, networks, committees, working groups, and other bodies.

**Person Specification**
- Demonstrable experience of developing support packages that are person centred and considerate of barriers faced by people experiencing situational vul
