**About SONI**

SONI is responsible for the safe, secure, economic and reliable operation of the transmission system in Northern Ireland under licence from the Utility Regulator and via a joint venture is responsible for operating the all-island Single Electricity Market (SEM).

As part of a licence change, the Utility Regulator (UR) outlined its vision for two independent TSO’s on the island of Ireland, where SONI works in the best interests of NI consumers and in all-island arrangements should work as an equal partner with EirGrid. It is also required that the SONI TSO business be managerially and operationally separate from its parent company. SONI is therefore undergoing organisational change as it implements the new licence requirement.

As Transmission System Operator, SONI has responsibility for planning upgrades to the electricity grid infrastructure to facilitate more renewable energy which is key to supporting the Northern Ireland Energy Strategy and the Climate Change (NI) Act 2022 which sets a legal target of 80% renewable energy usage by 2030. To respond successfully to this transformational change and the increased complexities of operating today, SONI’s strategic ambition supports said energy policy.

The Head of Commercial & Regulation has a pivotal role at the centre of the business leading SONI’s engagement with the Utility Regulator and delivering the necessary efficient funding to ensure SONI meets all its obligations.

**Role Profile**

The role holder will lead and manage all Northern Ireland Regulatory engagements and be responsible for monitoring the delivery of all regulatory requirements across the SONI business. The role holder will also be directly responsible for managing SONI’s Price Control and other regulatory allowances and submissions.

The role holder will work collaboratively with SONI Finance & Legal and across the SONI directorates to have a full understanding of the company’s financial position and modelling.

The role holder will work with the EirGrid regulation team on all island matters and influence/support the development of regulatory policy, ensuring that differences in the regulatory regimes between Northern Ireland and Ireland are effectively managed. This includes the regulation of the Market Operator (SEMO).

The role holder will also ensure that SONI is aware of all European TSO and Network regulations and the necessary arrangements are in place to ensure compliance.

The role holder will collaborate with both internal and external stakeholders and lead cross-functional teams.

The role holder will be results oriented with strong people leadership, influencing and communication skills.

As a senior leader within SONI the role holder will engage widely both internally and externally with senior stakeholders including EirGrid, other TSO’s, government, regulators, and the wider energy industry.

The role holder is a member of SONI’s management team and as such is expected to actively contribute to the overall achievement of SONI’s objectives.

**Key Duties & Responsibilities**
- End to end responsibility for the Commercial & Regulation function in SONI acting as a first point of escalation for regulatory matters.
- Responsible for all aspects of NI regulation and commercial management associated with SONI including actively building an effective working relationship with the Utility Regulator.
- Positively support the transition and implementation of the SONI Governance programme within the directorate and across the wider business including regular engagement with the UR.
- Lead, motivate and engage a high performing team within Commercial & Regulation function. Develop and maintain a multi-year SONI regulatory programme and associated governance and reporting framework, to meet licence requirements and other obligations which require input from all SONI directorates.
- Develop and lead SONI regulatory policy as it relates to the NI and All island regulatory regimes
- Responsible for compliance of SONI’s Market Operator Licence obligations and working with the EirGrid regulation team on SEMO regulation activities.
- Ensure that SONI is provided with sufficient revenue to meet its licence requirements and that it delivers on its obligations on time and within budget.
- Lead regulatory engagement, informing and influencing outcomes - including all regulatory matters such as progressing of Price Control submissions, incentive frameworks, TSO licence compliance and amendments, interim determination submissions, annual tariff process and the management of regulatory disputes.
