**Job summary**:
The Monitoring and Evaluation (M&E) team is the first step to create and deliver an M&E Strategy for all Digital Data and Technology (DDaT) products and services. It’s a relatively new team of 17 analysts (Statisticians, Social Researchers, Performance Analysts and Economists) and it is setting up the framework for key performance indicators, undertaking bespoke holistic evaluations and the measurement of HMT compliant Value for Money (VfM) to support fiscal events. This is vital to understanding how the resources are being used, support the continuous learning and understand the economic impact.

The team’s aim is to fulfil the ambition reflected in the recent National Audit Office review of Exports which highlighted DIT’s digital services do not yet provide the export support that some businesses need. Through embedding comprehensive M&E the team will support the continuous improvement of Digital products and services.

**Job description**:
The post holder will support the Economic Advisor in devising the programme of work to ensure robust appraisal and measurement of VfM of all products and services in DDaT.

This will be achieved through the creation of appraisal and economic impact approaches and deployed in alignment with existing approaches in the Department for the area of interest. The postholder will work closely with analysts across the Department to ensure consistency on methodology and data quality. The work will include:

- Supporting the development of a cost model for DDaT products to derive cost efficiency measures and feed this into economic impact calculators
- Development of key performance indicators to support logic models - working alongside performance analysts and lead area analysts in analysis group
- Working with development teams to embed the right data collection to secure accountability and learning
- Working with analytical teams across the Department to gather and understand key evidence for the impact of interventions, relating to Export Promotion, Investment and FTA / Market Access. This evidence will then be used to inform Cost Benefit Analysis of digital products

**Person specification**:
**Essential Skills and Experience**
- Have achieved or on track to achieve a level 4 apprenticeship including at least 2 years in a statistical/data analysis field in government and are able to demonstrate continuous professional development in statistics/data analysis (via a CPD log book signed off by a manager or mentor who are members of the statistical profession).

**Desirable Skills and Experience**
- A keen interest in Evaluation techniques and approaches is desirable.
- Understanding of some of these also desirable: Survey methods, AB testing, Behavioural insights and/or Green Book principles appraisal and measuring value for money.

This role is available in three UK locations, including central London, Cardiff, and Darlington’s new economic hub. This role can only be worked from within the UK and not overseas. Most DIT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in the office on average. Changes to these working arrangements are available in certain circumstances, but must be agreed with the vacancy manager and in line with the requirements of the role. Travel to your primary office location will not be paid for by DIT, but costs for travel to an office which is not your main location will be covered.
