**Job summary**:
Based in Army Headquarters, the Policy & Secretariat branch carries out the Department of State function within the Army Top Level Budget (TLB) and represents the Permanent Secretary’s policy advisory role. We handle all Army Parliamentary and Ministerial business, forming the key liaison between the Army and Ministers.

The size, nature and complexity of the Army means that it is often in the public eye. This makes it vital that Ministers and Defence communications are kept up to date on issues likely to attract Parliamentary or media attention. The Policy & Secretariat plays a meaningful role here, ensuring that timely, accurate and unbiased advice is provided to Ministers and senior officials for use in Parliament and in public. We also provide policy, Parliamentary and presentational guidance to colleagues throughout the Army and beyond.

We are a successful, highly skilled team of civil servants with significant policy and Parliamentary business expertise. Our portfolio is wide-ranging, including the equipment programme, personnel policy, basing and infrastructure, and the size and structure of the Army.

Core outputs of Policy & Secretariat include:

- Provision of clear, effective, and impartial Departmental advice regarding Army matters to Defence Ministers and key seniors.
- Through the generation of Ministerial submissions, the team plays a central role in informing development of Army policies and plans; and ensuring they are aligned with wider Departmental and Government policies.
- Broader support to Ministers, including the provision of briefings prior to meetings and responses for use at Parliamentary Select Committee inquiries.
- Development of lines to take and presentational advice about Army issues that may attract public, media and Parliamentary attention.
- Answering Parliamentary questions, drafting responses to Ministerial and Treat Official correspondence, and responding to Freedom of Information requests.

This position is advertised at 37 hours per week.

**Job description**:
The roles are coordination and delivery focused, offering an exciting opportunity to improve your analytical and collaboration skills. Working closely with colleagues across Army HQ and Defence, you will develop your specialist expertise while contributing to briefing Ministers and senior Army officials on priority issues.

Key responsibilities:

- Contribute to the effective delivery of all Parliamentary Business relating to the Army within your portfolio, ensuring that correspondence is completed within Departmental and legally mandated timescales.
- Support the provision of proactive, reliable, high-quality advice to Ministers and other stakeholders on all aspects of the Army portfolio including on matters of policy, Parliamentary and media interest.
- Provide Secretariat advice on Parliamentary and presentational matters to senior colleagues across the Army, specifically relating to matters within the portfolio.
- Share responsibility with other C2s for managing the Army Sec mailbox, and dealing with the inquiries, requests and tasking that comes through this route.
- Work as part of team to provide the Department of State function within the Army, including meeting or exceeding all statutory, Departmental and Government-wide targets for the delivery of Parliamentary and Ministerial business and fulfilling the requirements of the Freedom of Information Act (2000).

We are recruiting for two Higher Executive Officers (HEOs). Working with other C2s and a C1 team leader, these posts will sit in the Workforce and Organisation portfolio. This portfolio is wide ranging, covering employment policy, recruitment and training, the size and structure of the Army and its many roles and functions.

These posts are advertised at 37 hours per week. Some flexible working is available and job holders will be encouraged to be in the office in their chosen location at least two days a week.
