Programme Manager

Our client has a wide and diverse portfolio of change. This role will be pivotal in driving one of their major change programmes. As such, the individual will be responsible for overseeing the delivery of change, which is complex in nature, necessitatingeffective co-ordination of the programmes, projects and their interdependencies to ensure successful outcomes are achieved.
This role reports to Head of Transformation Delivery
The role holder will be responsible for the following:
- Developing strong relationships with senior leaders across the business to create a robust, informed and engaged stakeholder network
- Working alongside Senior Leaders to effectively translate vision and strategic objectives to design and plan the programme.
- Leading the initial development and on-going management of the full lifecycle programme plan.
- Leading the programme team to ensure the delivery of products or services is to the appropriate level of quality, on time and within budget, in accordance with the programme plan and programme governance arrangements.
- Proactively monitoring progress, identifng risks and opportunities and building effective mitigation plans to unblock and resolve issues by taking corrective action.
- Ensuring that the programme operates within the parameters set by the internal governance model and Change Management Framework.
- Leading the development and active management of dependencies within the programme and working with other Programme Leads to ensure cross programme dependencies are mapped; understanding impact of delays and opportunities for acceleration.
- Developing and maintaining a long-term resource profile, aligned to delivery plans; working with the PMO resourcing lead to inform a resilient, strategic resource plan.
- Working with the SRO and business representatives to agree benefits and outcomes of the programme and its component projects; ensuring that these are built into robust realisation plans with appropriate and agreed benefit ownership stretching to post programmeclosure.
- Profile programme budgeting and monitoring expenditure and costs against delivered and realised benefits throughout the programme lifecycle.
- Responsible for Line Management of the Programme team.
- Developing, coaching and mentoring to enable individuals to operate effectively within their remit.
- Producing timely programme status reports to inform recommendations and decisions at the relevant Programme Board.
- Managing conflict resolution and the unblocking of team issues.
Specific skills and experience Essential:
- Experience of delivering complex strategic programmes that contain a significant element of business change and digital transformation.
- Experience of improving performance by coaching individuals to work differently.
- Tenacious, with an eye for detail and ability to pre-empt and solve problems.
- An ability to influence senior stakeholders with wide ranging and often competing priorities.
- Comfortable when managing conflict and able to challenge constructively.
- Strong interpersonal skills with an ability to work in a matrix environment, deliver through others and operate effectively at all levels.
- Demonstrable experience of identifying, assessing and managing complex risks and issues.
- Good working knowledge of business case development and procurement processes.
- Excellent organisation skills.
- Highly proficient IT skills in MS Project, Word, Excel, PowerPoint.
- Project / Programme / Portfolio Management qualification (e.g. PRINCE2, MSP, MOP, AGILE)
Desirable:
- Knowledge and experience of the Health and Social Care sector and/or Regulatory organisations.
- Knowledge of service design and agile delivery practices.
