**Summary**
This role is a leadership opportunity within the GFS UK Regulatory & Business Oversight Office (GFS RBOO). This office is responsible for the design and operation of the governance and oversight framework for Senior Management Functions (SMF) of GFS UK Business (including Fund Administration, Middle Office, Depositary, Custody and Ancillary services businesses), with legal entity and product focused oversight of critical regulatory considerations (including Outsourcing, Operational Resilience, Client Money etc.) and business oversight of all applicable products and services within the SMF remit.
Reporting to the Head of GFS UK Regulatory & Business Oversight Office, the Oversight role is a varied and challenging role which will be directly responsible for the proactive oversight of business functions within the SMF remit, focused on the identification, review and challenge of areas of regulatory risk relating specifically to Operational Resilience and Outsourcing risk management. The role will include ongoing assessment of the end to end operating environment, oversight of key initiatives, operational performance.
The role will comprise two core independent oversight pillars:
1. Resilience and Outsourcing: independent oversight of operational resilience and outsourcing risk management regulatory accountabilities, including:
- Monitoring adherence to the UK Operational Resilience Framework, including overseeing and challenging plans and actions designed to test and improve the Operational Resiliency of the Important Business Services (IBS) in scope products, working closely with the Asset Servicing Resilience Office
- Operate a robust review and challenge process around the resilience of IBS in scope activities
- Governance and risk management of new, closing and changing intercompany and vendor relationships, and oversight of operational risk with existing arrangements
- Drive awareness of relevant oversight requirements, policies and procedures across the relevant business units
- Monitoring adherence by business units to the GFS PRA Outsourcing Framework, including maintenance and completeness of the GFS Outsourcing Register
- In conjunction with the operational oversight functions, monitor that oversight of processing quality and timeliness in outsourced locations is appropriate
- Monitor the timely completion of periodic vendor and intercompany due diligence reviews, partnering with the Outsourcing and Vendor Management Offices where relevant
2. Regulatory Governance & Oversight: operation of critical elements of the GFS UK SMF Reasonable Steps Framework, including;
- Supporting the SMF governance framework, including operating the GFS UK Outsourcing and Resilience Council, GFS UK Regulatory & Product Oversight Council, GFS UK Executive Steering Group and management of the GFS Escalation & Reporting Framework
- Produce periodic legal entity reporting and management reporting and information pertaining to the status of in scope activities
- Conduct risk tracking, including critical project oversight, regulatory and operational risks
- Significant experience in banking and / or asset management, with thorough understanding of key regulatory obligations of fund services businesses
- Experience with key Important Business Services; Fund Administration advantageous
- Understanding of broad resilience, risk and compliance themes applicable to fund services
- Experience working with critical regulatory frameworks including Operational Resilience, Outsource Risk Management, Compliance Oversight
- Experience operating in an oversight / challenge based role
- Experience managing and influencing senior exec stakeholders and business unit owners
- Highly flexible and adaptable to change, self-starter
- Demonstrated leadership, planning and organizational skills
- Excellent oral and written communication skills with the ability to present confidently to legal entity governance bodies and executives while avoiding ambiguity
