**Background**

The Office for Nuclear Regulation is the UK’s independent nuclear regulator, with the legal authority to regulate nuclear safety, security and conventional health and safety at 36 licensed nuclear sites in Great Britain (GB). This includes the existing fleet of operating reactors, fuel cycle facilities, waste management and decommissioning sites, as well as licensed defence sites, together with the regulation of the design and construction of new nuclear facilities.

ONR also regulates the transport of nuclear and radioactive materials by road, rail and inland waterways, and as of January 2021 operates the UK’s State System of Accounting for and Control of Nuclear Materials (SSAC) which includes domestic safeguards regulation.

**Job Purpose / Key Responsibilities**

**About the Role**

Nuclear Safeguards Inspectors are expected to be capable of undertaking a variety of roles:

- Inspecting sites
- Assessing technical data and documentation and making balanced regulatory decisions
- Ensuring sustained compliance with the law through influencing improvement in nuclear material accountancy and control arrangements, taking formal regulatory action where proportionate
- Investigating incidents
- Developing strategic approaches to secure high standards in the industry
- Managing nuclear research and specialist support contracts etc

The focus of nuclear safeguards intervention activities is on working in teams to ensure legal compliance, providing assurance to the public and improving nuclear material accountancy and control standards.

Post holders will have a key role in delivering ONR’s safeguards purpose helping to:

- ensure that the UK meets its international safeguards obligations. This will include the collection, review and assessment of safeguards-relevant information necessary to produce safeguards declarations that must be submitted to the IAEA, and the facilitation of IAEA verification activities for these declarations. It will also include producing reports which the UK must provide under Nuclear Co-operation Agreements (NCAs) to other international partners;
- perform the assessment, inspection and other activities ONR does in line with the safeguards subdivision strategy and ONR’s enforcement policy statement to regulate compliance against UK safeguards regulations;
- provide advice and support to BEIS and Other Government Departments on matters relating to safeguards implementation and associated policy development.

The post provides a unique opportunity to make an important contribution to maintaining the UK’s commitment to nuclear safeguards as part of the international nuclear non-proliferation regime and ONR’s implementation of a domestic regime for safeguards regulation.

The ONR Safeguards sub-division is part of ONR’s Civil Nuclear Security and Safeguards Division and works in close cooperation with colleagues across the full range of ONR’s directorates, which provides opportunities to gain the broadest possible insight and to make valuable contributions to the work of the organisation as a whole.

**Line Management Responsibilities**
- As part of this role there will be an expectation to manage staff.

**Person Specification**
- have served for at least one year in Her Majesty's Armed Forces (as a Regular or Reserve)
- be in transition from, or ceased to be a member of, Her Majesty’s Armed Forces; and
- not already be employed by ONR

**Essential Qualifications**

**Essential Skills/Job Related Expertise**
- Experience of implementing, auditing or regulating nuclear material accountancy and control arrangements;
- An understanding of nuclear safeguards requirements and their implementation nationally and internationally;
- Current nuclear non-proliferation issues;
- Measurement and control of nuclear material.
- Good team working and communication skills to help us achieve our objectives;
- Demonstrable strong influencing skills and an ability to persuade by working collaboratively and flexibly with all stakeholders, showing appropriate interpersonal sensitivity, self-awareness and assertiveness;
- Experience in information collection, processing, analysis and of preparing summaries and reports;
- Evidence of effective and professional behaviours throughout delivery of roles.

**Location / Travel**

ONR operates hybrid working (working in the office and or at home) as part of our flexible working policy. There is an expectation that everyone will spend time in the office on a regular basis, recognising that some work is better
