Looking for a step into strategic health management for children 0-25 years with SEND.
We are delighted to announce an exciting opportunity for a 0.5 wte Designated Clinical Officer SEND in Barnet. As a talented, experienced and driven individual. You will have a Professional Qualification as an Allied Health Professional (OT, SALT, Physiotherapist or registered nurse with experience in working with CYP SEND). You:

- Will lead SEND initiatives in Barnet as part of the Integrated Care system alongside wider health care service
- Work collaboratively with health partners to ensure that they meet their statutory duties linked to the Education and Health Care Plan pathway for children and young people with SEND.
- Demonstrate in-depth knowledge and understanding of the Children and Families Act 2014, Care Act 2014, continuing care frameworks and SEND Code of Practice.
- Act as an expert health resource for information, advice, guidance and support for families and all professionals relating to SEND
- Provide peer support and agree joint workstreams with 4 other DCO’s across North Central London
- Advise and prepare for the SEND inspection framework for the ICB alongside stakeholders such as the Local Authority and Barnet Parent Carers Forum.
- Be a strategic lead to ensure that Barnet is meeting its statutory duties for children and young people with special educational needs and disabilities aged 0 - 25, providing assurance and scrutiny as well as supporting improvement.
- Lead co-ordination of health providers in relation to Education, Health and Care (EHC) Plans pathway; working collaboratively with education and social care partners and other stakeholders.
- Undertake work to identify need and future need of children and young people with SEND and their families to inform commissioning and transformation work
- Act as an expert resource for children and young people’s health for information, advice and guidance and support for families and professionals.
- Advise and prepare for the SEND inspection framework for the ICB/S and at borough level.
- Providing leadership for health services in planning and demonstrating change and improved outcomes for children.

Whittington Health provide services for children and young people with SEND across four NCL boroughs, including Barnet. Currently Whittington Health host the role of Designated Clinical Officer for Camden, Islington, and Haringey. Whittington Health hosts the NCL DCO network which also includes Enfield.

Planning and Organisational/ Operational
- Challenge ways of working and persuade, motivate and influence other senior managers to realign their practice where necessary.

Develop and implement qualitative and quantitative measures to determine performance against the improvement strategies.
- To ensure that health staff are informed and prepared for joint area SEND inspections and can evidence how they meet the Children and Family SEND reforms (2014)
- To operate in a highly political and sensitive environment

Strategic Oversight of Health Services for Children and Young People with SEND

Oversight across all health professionals delivering healthcare to individual disabled children, young people and those with special educational needs. Including a focus on:

- Processes for identification of disabled children and young people and those with special educational needs, particularly pre-school children.
- The process for securing health assessment and key principles for health advice in Education, Health and Care (EHC) Plans.
- Oversight and assurance of health provision specified in EHC Plans including the commissioning of provision in the health sections of the EHC Plans.
- Oversight and coordination of all health services are reflected in the Local Offer and that health providers are cooperating with the local authority in its development/review.
- Contributing to Panels related to SEND
- Training and upskilling of health providers to improve EHC Plans and compliance with SEND reforms
