**Responsibilities**:

- Setting DDAT contract management strategy and building supplier performance and monitoring capability across the directorate.
- You will be the single point of contact and accountable owner in Companies House for the effective day to day performance of the contract/s and lead on engagement and planned use by the business of the contract/s set in portfolio.
- Leading on commissioning of all DDaT delivery partners. Developing (and supporting others to develop) high-quality procurement specifications and business cases, which will clearly outline the services being sought, the outcomes and KPIs involved, the rationale for commissioning external suppliers, and the value for money implications.
- Ensuring all contracts within portfolio are properly managed and fully support policy objectives providing necessary insight and status reporting for senior stakeholders.
- Contract owner for all DDaT delivery partners/suppliers Gold-level contracts, maintaining and developing strong working relationships with suppliers, including holding suppliers to account on performance to facilitate delivery and maximise value for money.
- Utilising Supplier Relationship Management (SRM) skills and methodologies, you will need to motivate stakeholders and suppliers to achieve contract and relevant organisational objectives, using your expertise to identify future proofing measures, including leading on development and attainment of KPIs to maximise value over the contract duration.
- Ensuring effective supplier performance activities are carried out for all DDaT delivery partner contracts. With Commercial colleagues, effectively manage the delivery of contracts and design robust and proportionate reporting processes to assess contract delivery against key service requirements, agreed outcomes, and value for money.
- Conduct supplier performance reviews - weekly, monthly, quarterly (as appropriate).
- Working with cross-organisation colleagues to draft good quality statements of work to ensure outcomes are articulated clearly and delivery can be measured effectively.
- Agreeing delivery of work by drafting and signing off certificates of satisfaction for partners.
- Cross-checking and signing off purchase orders and invoices to ensure accuracy and prompt payment. Monitoring budget forecast and contract burn rate.
- In this role you will be the ‘business contract owner’ for the portfolio of contracts allocated to you. This means you will be accountable for the day-to-day ownership of the contract/s and effective management of the supplier. You will be accountable for the contracts’ spend, governance, delivery and contractual performance. You will be expected to work in partnership with commercial, finance, operations, legal and many other expert domains to deliver on these accountabilities. Escalation support is available from the Commercial team and its contract management function, specifically its DDAT contract management lead who will provide on the shoulder support for legal and commercial issues associated with the prime contract including support for supplier negotiation, and undertaking a PCR 2015 compliance check to formalise contractual changes.
- Managing risks - identifying, monitoring and mitigating risks relating to DDaT delivery partner contracts.
- Liaising with DDaT Heads of Professions and Portfolio Leads to effectively manage resource requests for suppliers.

**Person specification**

As Digital Contract Owner we are looking for a leader who:

- Is a good communicator, with significant experience of building strong collaborative partnerships with internal and external stakeholders.
- Is dynamic and able to deliver at pace, managing multiple contracts and workstreams.
- Has excellent commercial experience, both with commissioning digital technology suppliers and in monitoring supplier performance.
- Has strong negotiating and influencing skills, with experience of delivering excellent outcomes.
- Is able to make effective decisions under pressure.
- Has sound budgeting and account management experience.
- Has a working knowledge of Crown Commercial Services frameworks such as DOS, G-Cloud and DSP.
- Has a good working knowledge of the Government Service Standard and delivering digital services.
