**Who we are**
The IPA is the government’s centre of expertise for infrastructure and major projects. We sit at the heart of government, reporting to the Cabinet Office and HM Treasury. Our core teams include experts in infrastructure, project delivery and project finance who work with government departments and industry. We support the successful delivery of all types of infrastructure and major projects; ranging from railways, schools, hospitals and housing, to defence, IT and major transformation programmes. We lead the project delivery and project finance professions across government.

**What we do**
The IPA works with wider Government and industry to ensure projects are delivered efficiently and effectively, and to improve performance over time. We work on the overall project delivery system, which includes the projects, people and processes that together create the right environment for successful delivery. We measure how well the system is performing, so we can learn important lessons and continuously improve project performance over time.
**The Function, Profession and Standards Team**
The purpose of the Function, Profession and Standards Team is to set and drive continuing improvement in functional standards of project delivery; build professional capability and capacity; deliver world class leadership and learning programmes; and provide leadership to the project delivery profession across government.
The team contributes to the overall work of the IPA in four service areas:
- Building and managing professional capability in project delivery across government by attracting and growing talent, including running the government project delivery fast stream scheme; developing a new accreditation framework and learning curriculum as part of the build of the Government Projects Academy; supporting senior resourcing, deployment and succession planning; and improving diversity and inclusion across the profession.
- Developing and delivering world class leadership and learning programmes to equip people working in project delivery with the knowledge and skills they need to deliver projects successfully across the public sector.
- Development of the project delivery function across government by setting standards and developing best practice guidance and tools in project delivery and portfolio management to drive continuing improvement.
- Leading and building engagement in the project delivery profession across government, through the Director of Function, Profession and Standards as government head of profession for project delivery.
**Job description**:
We are looking for a human resources professional with experience of successful change and organisational development across a complex organisation to be part of our team.
This post in the Function, Profession and Standards team in the IPA offers the opportunity for the postholder to develop in two specialisms of the human resources profession: equity, diversity and inclusion (EDI) and resourcing. The overall purpose of the role is:
- To support and coordinate work that will shape and build EDI strategy and lead projects to embed EDI initiatives for project delivery across government. The postholder will play a key part in ensuring that the government project delivery profession attracts and retains brilliant people who reflect the diversity of the communities we serve. This important work will continue to focus on building an inclusive environment where all colleagues in project delivery can be themselves and develop their potential, and that government projects deliver inclusive outcomes for society.
- To support and coordinate activity on an emerging piece of strategic work which focuses on addressing the priority medium-to-long term people resourcing challenges for the profession that will be identified via strategic workforce planning insights. This work will develop in scope as the research progresses and the postholder will need to be comfortable working with ambiguity, undertaking research and analysis and making recommendations.
