**Job summary**:
The Department for Business & Trade has overall responsibility for supporting British businesses to invest, grow and export, creating jobs and prosperity across the UK.

The Future Enterprise Resource Planning and Shared Services Provider (FESSP) programme looks to unlock the future potential of Finance and HR service provisions. The programme sets out to upgrade and replace DIT’s current HR, finance, and payroll domestic system in two stages. In the medium-term it will upgrade to a newer on-premise system; and over the long-term it will replace the on-premise system with cloud technology. In addition, FESSP will transform and/or replace our supplier of transactional, back-office activities (shared services currently provided by UKSBS). This will simplify, streamline, and improve the services HR and Finance provide that enable staff to do their jobs.

The FESSP team is also an integral part of the Matrix Programme, which is a transformation initiative involving the Cabinet Office, Department for Science, Innovation & Technology Department for Culture, Media and Sport, Department for Education, Department for Health and Social Care, Department for Business & Trade, Attorney’s General Office and HM Treasury and the Department for Energy Security & Net Zero.

The Matrix Programme aims to deliver the Government's three overarching objectives for shared services:

- Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
- Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
- Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.

We are looking for a Head of Transformation with responsibility for working with the Matrix Programme, and key corporate service stakeholders to manage the transition to the new ways of working. This role will focus its efforts on the effects of changing technologies, structures, and processes, and ensure that change management activities are delivered effectively to enable agreed benefits to be appropriately realised. The role is critical to achieving the strategic outcomes of the programme and will form part of the programme leadership team.

**Job description**:

- ** Communications and stakeholder management**:Leading internal and external relationships as appropriate and tracking these using stakeholder mapping and associated techniques. This includes working with HR colleagues to oversee effective Trade Union and staff engagement/consultation sessions and ensuring clear communications and management across the department.
- ** RAID management**: Provide ongoing assurance on delivery of departmental strategies and change plans to ensure alignment with central approach. Work with the Matrix Programme Manager/Delivery Lead, project leads to ensure risks, issues, assumptions and dependencies are actively managed, put mitigations in place, act as an arbiter and resolve issues where they relate to people, communications, change and training.
- ** Guidance and line management**: Provide guidance and line management expertise to a team of engagement and change experts.
- ** Benefits realisation**: Provide assurance on realisation of benefits for the programme through planning, designing and ensuring that project outputs align with the programme outcomes.

**Person specification**:
**Essential Criteria**
- Significant experience of leading complex, multi-year change and transformation projects and programmes.
- Sound change management knowledge and experience, with the ability to use proven techniques to drive forward the required changes.
- Excellent leadership skills with the ability to develop and lead a diverse, high performing, and professional change and engagement team.
- Strong oral and written communications skills with the ability to establish and develop productive relationships with internal and external stakeholders.
- Qualifications or experience in relevant change management techniques and methodologies. This may include APMG Change Management Practitioner or Prosci Practitioner.

**Desirable Criteria**
- Experience of implementing shared services such as Finance, HR and Procurement would be advantageous.
