The Award Management Unit’s Compliance and Policy (C&P) team is seeking a Subawards & Partnerships Compliance Officer (S&P Compliance Officer) to contribute to the implementation of IRC’s global strategy and implementation in partnerships in the humanitarian and development sectors by supporting regional support teams, technical teams, and offices in Asia, Africa, Latin America, Europe, the Middle East and the US to design, develop, and manage partnerships in accordance with the IRC’s Partnership Excellence for Equality and Results System (PEERS) and IRC’s private and statutory donors’ rules and regulations. The S&P Compliance Officer supports one-fourth of IRC’s global partnership portfolio, serving as the main focal point for staff on any compliance-related and/or PEERS-related questions, problem-solving on complex compliance issues, creating partnership agreement templates and tools, advising on the full partnership life cycle from pre-award to close-out, and directly supporting in agreement negotiations with external partners. Serving as an in-house PEERS expert, the S&P Compliance Officer plays a critical role in building knowledge and capacity of staff on donor compliance and PEERS, while continuously encouraging the deeper realization of IRC’s partnership principles of equality, transparency, responsibility, complementarity, humility, and results-oriented approach.

**Key Accountabilities**
- Act as a donor and PEERS compliance focal point for IRC’s global partnership portfolio, including break-downing and explaining complex donor rules and regulations to diverse internal and external audiences.
- Support IRC staff to understand and execute PEERS processes with partners (e.g. partner due diligence) and to collaboratively identify and mitigate risks associated with specific partnerships.
- Develop compliant subaward, partnership agreement, and subcontract templates based on the donors’ terms and conditions, including leading the review process with other Donor Compliance Specialists and IRC departments, as needed.
- Ensure organizational compliance to the IRC’s PEER system by providing direct day-to-day guidance and assistance on the development, review, and execution of subawards, partnership agreements, and subcontracts.
- Trouble-shoot how to address donor compliance and general issues as they arise in partnerships, and leading discussions across departments (e.g., Finance, Ethics and Compliance, and Office of the General Counsel) to find broader organizational solutions.
- Serve as one of IRC’s in-house PEERS experts and assist in capacity development of staff, including through providing technical support on PEERS processes, onboarding new staff to the system, and supporting the Training Unit, as needed.
