**Job description**

We are looking for an experienced Health & Safety Manager to join our Defence Munitions Longtown team in a fast paced and ever-changing environment, assisting the wider Health & Safety Specialism with a diverse workload ensuring that no two days are thesame, allowing you to gain a wide experience of situations and developing yourself at the same time.

The mission of DM Longtown is to provide Munitions to our Armed Forces on time, to standard and with increasing effectiveness. The core task includes the receipt, storage, maintenance, processing, accountancy and issue of the designated range of Munitions,and their associated empty packages and packaging fitments.

You will be responsible for ensuring the risks of Explosives Safety, General Health & Safety, Fire Safety and Environmental Protection across the site. You will ensure the risks are As Low As Reasonably Practicable, and are addressed in accordance with currentregulations and policy.

In this post, you will implement and maintain a safety management system of auditing and reporting that ensures compliance with Explosives Regulations and Defence Munitions combined Organisation and Arrangements for explosives and non-explosives safety andact as the delegated Explosive Safety Representative and Local Ammunition Technical Authority.

You will manage the 4C’s systems including the preparation of Explosives Safety Cases for contractors, manage the Permit To Work system. Additionally, your responsibility will require you to draft and submit Standard and Non-standard Explosives Licenses;contribute to technical assessments - ensuring the security of the safe-guarded area.

Once competent and appointed, you will be required to operate on-call during silent hours as the Duty Officer in Charge (DOIC) and undertake weekend and overnight on-site Duty Control Officer (DCO) responsibility in support of Major Accident Control Regulations.

Please note, this role involves travel to other locations across the UK and, occasionally, overseas.

Due to the rural location of the MOD Longtown site, you will need to have your own transport, as there are no public transport options close by. Parking is available.

**About the role**

**In this role, you will have the opportunity to**:

- Lead by example to drive continuous improvement whilst embedding a strong safety culture
- Implement and lead on audits and assurance reviews, identifying key learning points and communicating outcomes to stakeholders and senior managers
- Act as a competent HS Manager by providing direction advice and guidance across the business
- Deliver compliance with OHS legislation and MOD regulations across the site
- Provide the technical direction and subsequent technical advice in the event of all incidents
- Assume the role of Investigating Officer if required and act as the Major Accident Control Regulations (MACR) Technical Focal Point in the event of a major Munitions incident
- Be responsible for MACR Co-ordination, liaising closely with MACR Competent Authority, Local Authority Emergency Planning Unit and Emergency Services

**Person specification**
- NEBOSH Diploma or equivalent Level 5/6 qualification.
- Relevant work experience across a similar role.
- Experience working within defence industry
- Experience of leading audits
- Ammunition Technician or other Service/Army/Civilian qualifications in the Safety Management of Weapons Ordnance Munitions Explosives (WOME)
- Knowledge of COMAH (Control of Major Accidents and Hazards) Regulations, and associated emergency procedures In addition to the responsibilities above, the following technical competences and behaviours will be assessed at interview:

- Conducting OHS Audit and Assurance Activities (Practitioner)
- Conducting OHS Risk Assessments (Expert)
- Communicating & Influencing
- Leadership
