**Economist - (Inside IR35)**
**Contract Term: 3 Months**
**Contracting Authority: Medicines and Healthcare Products Regulatory Agency**
**Location: Hybrid - 1 day per week in Office (London)**
We are looking for an Economist to help the MHRA pursue our ambitious regulatory reform programme, intended to protect UK public health whilst encouraging the development and manufacture of new and innovative medicines.
The MHRA’s regulatory activity is underpinned by our legislative frameworks. Following public consultation, the MHRA is currently progressing two key pieces of legislative change to:
- Overhaul UK regulation of clinical trials
- making it faster and easier to run clinical trials in the UK, taking a streamlined approach that moves away from ‘one-size-fits-all’ to a more flexible and risk-proportionate regulatory framework. These changes will support patients to access pioneering safe, new treatments and cement UK trials as innovative, inclusive, and international.
- Introduce a new regulatory framework for innovative medicines that are manufactured at the point where patients receive care
- enabling highly personalised medicines and those with very short shelf lives to be safely made in or near a hospital setting or ambulance, to get to the patients who need them much more quickly. The new regulatory framework will ensure the UK is at the cutting edge of patient care.
- Working with the policy teams involved in the delivery of new legislation the post-holder will prepare and develop assessment of the impact of these changes to UK businesses, across the healthcare system and patients.
This role would suit an economist with experience of undertaking impact assessments for statutory instruments, preferably on a health topic; health economics and/or government regulation and policy making.The post will also suit someone with experience of working across Government teams or multiple organisations, as well as undertaking analysis with a limited evidence base.
As an **Economist - (Inside IR35) **your main responsibilities will be:
- Provide analytical support to the agency’s planned legislative changes, focussed on two areas
- clinical trials and innovative manufacturing.
- Work closely with MHRA technical experts to understand and assess the cost/benefit of the proposed reforms and provide relevant advice.
- Provide economic analysis to prepare and draft Impact Assessments or Regulatory Triage Assessments.
- Support Impact Assessments through Regulatory Policy Committee scrutiny, ensuring our regulation is in line with the Better Regulation Framework.
- Involvement in other related issues withing the Partnerships Group as required.
**Essential**:
- Experience of cost benefit analysis and/or impact assessments
- Membership of the Government Economic Service, or be able to demonstrate that they meet the requirements
- Experience of internal stakeholders regarding economic analysis
- People skills
- Working to deadlines
- i.e., a 2:1 undergraduate economics (at least 50% of modules in economics) degree or a 2:2 plus a Masters/PhD in straight economics.
