Spencer Clarke Group are working alongside a local authority based in Thurrock to appoint a talented **Valuation Surveyor** on a contract basis.

As a **Valuation Surveyor**, this is a key role within the Corporate Property team, and reports directly to the head of the team.The role includes overseeing a small team and has direct line management responsibility for an Assistant TechnicalSurveyor who will assist the role’s work. The role will oversee the effective delivery of Strategic Asset Management within the Corporate Property Portfolio The role will also involve assisting the Strategic Lead for Corporate Property as required, developingand preparing cabinet reports and engaging with outside Government bodies and Thurrock Council Members. Day to day duties will include but not restricted to, lease negotiations, rent reviews and the marketing and letting of vacant property as well as undertakingor commissioning external valuations.

**About the role:
- To take a lead in developing core Corporate Property Strategies for use and development of the Corporate Property Portfolio.To implement these strategies and improve the efficiency, robustness and value of the Corporate Property Portfolio.
- To manage the partner relationships in the sharing of accommodation within the corporate property estate, includingworking with colleagues and partners on an office strategy policy including relocations within the corporate estate.
- To work closely across directorates ensuring that all Directorate’s fundamental property needs and strategies are met and implemented.
- To ensure service charges are undertaken in a timely fashion, including annual budgets and year end accounting and reconciliation liaising with finance team as applicable. To follow best practice with reference to the RICS service charge code.
- To ensure compliance with the relevant statutory requirements in the management of corporate and commercial property assets, including health & safety and compliance in delivering facilities management services and management of contractors and suppliers.
- To manage the Council’s corporate and commercial estate, including liaising with colleagues in Facilities Management and instructing building surveying services for surveys, condition reports, specifications of work and planned preventative maintenanceschedules, and managing contractor and landlord services.
- To maintain and improving rental income through the effective management of the estate, via new lettings, lease renewals and rent reviews, and maximise the net rental income through effective management and recovery of costs across the estate.
- To undertake Landlord and Tenant work including but not restricted to, lease negotiations, rent reviews and the marketing and letting of vacant property as well as undertaking or commissioning external valuations.
- To manage and undertake the rolling asset valuation programme.
- To maintain and updated the Council’s Asset register and all related information repositories.
- To constantly strive to improve procedures and systems to achieve maximum efficiency in accordance with determined quality standards and performance indicators.
- To monitor financial spend within pre-agreed budgets and produce regular progress and variance reports, working together with finance colleagues.
- To provide due diligence and scrutiny in relation to job ticket/invoices for accuracy to ensure all work is complete prior to authorising payment.
- To undertake tenant consultation exercises and satisfaction surveys and investigate and deal with day-to-day internal and external customer queries and complaints
- To promote, facilitate and assist in the development of the Council’s corporate and strategic approach to service delivery.
- To promote, facilitate and assist in the development and implementation of a customer orientated philosophy towards the provision of the Council’s services.
- To ensure compliance with all relevant Council policies, statutes and regulations

**About you:
- RICS Membership at either MRICS or FRICS level
- RICS Registered Valuer
- Extensive practical experience of working as a Commercial Chartered Surveyor in a professional, office-based environment for 10 years plus
- Extensive experience of undertaking Landlord and Tenant work and of successfully managing a Commercial Property Portfolio.
- Work in a sustainability/economic development discipline
