Situated in Zone 5, Sutton is less than 30 minutes by train from central London, and south and south west London are easily accessible by public transport. There are 10 train stations which serve key neighbourhoods within the borough providing direct connections to London Victoria, London Bridge, London Blackfriars and St Pancras International. Sutton also has direct rail connections with Epsom, Dorking, Guildford and Horsham, as well as Wimbledon for an interchange with the London Underground and West Croydon for the London Overground. There’s also an extensive road network which provides close and easy access to the M25 and M23.

**About the Role**

The Commissioning & Project Officer will support the delivery of commissioned services within the Community Services (Adults) Commissioning Team. This role will focus on supporting aspects of the delivery of relevant services using project management principles.

This role involves supporting strategic commissioning, market shaping and management, needs assessment, procurement, service review, quality assurance and performance monitoring of services. The post will also involve being able to work with and robustly manage providers to ensure that the services in place respond to and reflect the outcomes Sutton seeks to achieve for its population. The role will deputise for Commissioning Managers when required.

**About Us**

Sutton Council is a commissioning Council, this means that we are committed to using the commissioning cycle to make evidence-based decisions about the services we provide and how we deliver them e.g. in-house, through a shared service with another organisation, developing LATCs or by purchasing the service. The Commissioning Team are responsible for this process and the ongoing monitoring and contract management of services that are purchased. The role of commissioning is also to:

- Challenge service and needs assumptions and explore issues from different vantage points.
- Find ways to unlock and mobilise community assets and resources in delivering public services.
- Lead collaboration with partners, including service providers, other public bodies, charities, businesses and citizens.
- Move ideas to action: Pilot and then scale innovative service delivery models.
- Create a learning culture where ideas are tested and learning is used to inform future development.
- Engage and empower service users in design decisions and delivery.

The Community Services (Adults) Team is one of six teams within the wider Commissioning Team.

Joining the Community Services team means you will be able to influence how the Council’s priority to support the most vulnerable residents to remain independent for as long as possible is delivered. The Community Service team works closely with providers and partners to ensure there is a wide range of cost effective quality services available to support independence and choice in the home and community. As a new member of the team you’ll be involved in:

- Managing and shaping a new model of homecare provision
- Implementing a new Technology Enabled Care strategy and approach
- Overseeing the provision of day time opportunities
- Improving the quality of care through joint monitoring, quality assurance and data analysis
- Planning sustainable services for the future
- Improving outcomes for residents living with care and support needs in their own homes
