Permanent, Full time, 37 hours per week.

This is an exciting opportunity to be part of a dynamic team at the centre of advancing policy solutions, both within the Council and working with partners.

The Policy Officer role sits in the Policy and Equalities Team of the Assistant Chief Executive’s Directorate at the centre of the Council.

The team takes forward specific responsibilities for high level and cross-cutting policy development, policy intelligence, corporate standards for equalities along with development and co-ordination of the Rotherham Together Partnership, promotion of community cohesion and access for all. The team works with local and national partners to develop and implement new and innovative policy and delivery models.

The team works alongside other key central functions providing performance management and business intelligence, oversight of business-critical processes including corporate risk, and council plan monitoring.

The policy officer role will involve providing policy development support to the council across a range of social, health, economic and environmental areas as determined by the priorities of the council. The role will also include providing advice and co-ordination across a number of corporate agendas including equalities, consultation and engagement, health and wellbeing and economic strategy. It will include researching issues and utilising qualitative and quantitative analysis as well as interpreting and advising on government policy. This policy officer post, working with the Policy and Equalities Manager and other team members, will take a lead within the team on policy engagement around equalities and social value. The post will contribute to policy and strategy development, seeking sustainable solutions in areas of social policy and providing briefings for Council members and officer on topical policy issues.

This is a rapidly changing area of work. You will therefore have the ability to be adaptable and to work under pressure to meet challenging deadlines and deal with what are sometimes unpredictable and changing demands.

Experience of policy review and development, including policy appraisal techniques.

Experience of providing comprehensive advice and guidance, information, briefings and producing reports on specified areas of policy based on effective research and analysis to inform strategic decision making of the council.

Experience and expertise in one or more of the following policy areas: social policy; health and well-being; economic development, environmental sustainability.

Knowledge of consultation and engagement techniques and qualitative and quantitative research methodologies.

Excellent report writing skills and the ability to communicate complex information in a clear and concise way.

Experience of promoting and facilitating multi
- disciplinary and partnership working.

Experience of contributing to, and co-ordinating corporate responses to Government and other national consultations.

Evaluation skills and experience of undertaken evaluation as well as managing commissioned evaluation projects.

Utilisation and the promotion of an evidence-based approach to policy development, and use of best practice.

Interviews: Week commencing 1st January 2024.

The format of the interview may be via a video call and will involve a work-based task relating to the role.

**Qualifications required**:
Level 7 qualification e.g. Post Graduate Certificates and Diplomas with considerable breadth and depth of knowledge across the relevant specialist area or evidence of the equivalent level of knowledge gained through work experience.
