Following significant investment in the Trust, we have developed outstanding plans for new developments which will push RCHT right to the forefront of modern hospital care. So, we are now investing in our Estates team in both project management and in the day-to-day management of our maintenance and buildings. Sustainability is integral to the Trust achieving the NHS Net Zero target. All staff are therefore actively encouraged and supported to implement new ways of working within their field of expertise.
Lead, manage and take budgetary responsibility the estates and fire safety function across all sites for the Trust.
Deliver key performance outcomes and ensure that the buildings and engineering systems are safe, compliant, fit for purpose and enhance patient care, to include:
- Planned preventative maintenance services.
- Reactive and emergency estates services
- Oversight of all engineering works funded by capital.
- Electrical Mechanical and Building infrastructure
- Backlog maintenance
- Specialist engineering contracts
- Fire safety
Ensure that any external contractors working on the Trust’s sites adhere to the Trust’s policies and procedures.
Design, implement and evaluate a quality assurance and controls process for all procedures to include CDM for all works.
Implementation and management of a comprehensive governance structure that ensures that all estates and engineering works regardless of size and complexity are fully auditable; compliant with Trust standing financial instructions/scheme of delegation; fully risk assessed and safely delivered within statutory requirements; using controlled processes where stakeholders are fully engaged in the process design, use and review.
Be the lead engineering specialist for Royal Cornwall Hospitals NHS Trust through the provision of specialist, expert professional technical advice/support on operational estates, engineering and building infrastructure matters relating to the delivery of patient care.
Compile and regularly review all risks appertaining the Estate and provide direction and guidance to the Trust on safe practise and measures to minimise the impact of risks from the estate. Deputise for the Director and Deputy Director as required
Leadership
Lead and actively manage the delivery of a highly effective and responsive estates function and team for the Trust.
Provide clear leadership, be a positive role model and actively promote the Trust’s vision and strategic aims, and values.
Actively seek to develop innovative and productive partnerships with other health care providers, contractors, business partners and the private sector.
Provide a strong contribution towards the leadership of the Trust, ensuring that all services are patient focussed, high in quality and effective, optimising utilisation of human, financial and other resources.
Ensure all opportunities for joint working across the health community are identified including maximising the potential benefits of the estate within the health community.

- ordinated and integrated solutions that are efficient, cost effective, and that future proofs the hospital.
Operational Estates Service
Manage, monitor and co-ordinate all engineering and building installations, services and work activities ensuring compliance with relevant current legislation, NHS guidance, health and safety, standards, codes of practice, Trust polices, regulations and in particular the Electricity at Work Act.
Advise the Director of Estates and Facilities on all aspects of engineering and building services, ensuring compliance, and that the service is safe and delivered within budget.
Be responsible for the recording of, monitoring, review and provision of reports to the Director of Estates and Facilities on engineering and building planned preventative maintenance services (PPM) and the responsive maintenance service.
