The post holder will be responsible for leading the Emergency Preparedness, Resilience and Response (EPRR) for the Trust on behalf of the Chief Operating Officer as set out by the NHS England EPRR framework (2015) and the Civil Contingencies Act (2004)

To be responsible for ensuring that all relevant emergency preparedness plans and guidance is developed, and the Trust has effective plans in place to enable achievement of the standards required by the Civil Contingencies Act (2004) and national emergency preparedness guidance and provide continual revision in accordance with any newly published guidance or changes in existing guidance.

Coordinating the delivery of training to the on-call teams and providing assurance to the senior leadership that the organisation is prepared as much as possible for incidents outside of business as usual.

To be responsible for ensuring that the trust complies with all relevant emergency preparedness, resilience, and response (ERPP) as set out in the NHS England EPRR framework.

Ensure that EPRR corporate responsibilities are met and provide assurance to the organisation’s Board that it complies with relevant legislation and guidance.

To lead and be responsible for the continuous update, development and maintaining

emergency plans and supporting arrangements, in line with current best practice, compliant with legislation and guidelines, based on lessons learnt from exercises and live implementation and reflect the well-being of our patients.

To lead the development and maintenance of the corporate Business Continuity Plans and supporting arrangements for the Trusts Business Continuity Management System ensuring it is aligned with the recognised Standard ISO 22301 and ISO 22313, and contain lessons learnt from exercises, debriefs and live implementation, and reflect the well-being and welfare of our patients and staff.

Collaborate with key stakeholders (internally and externally) to support the review, development and maintenance of group Business Continuity Plans and supporting arrangements.

Responsibility for all risks to relating to EPRR that may affect the Trust both internally and externally are captured and monitored in accordance with the Trust’s procedures.

Ensure effective communication of emergency plans across the Trust, the wider health economy and relevant resilience partners.

Work with communications staff to ensure an appropriate communications and media response by the NHS to significant events and emergencies.

To work in collaboration with the Estates and Facilities Department in planning and safety and security issues

Coordinate and lead in the provision of competency training in relation to business continuity, critical or major incidents on Trust sites, ensuring all on-call executives and managers on the on-call rota are briefed and adequately trained re EPRR matters.

Responsible for developing and delivering local training workshops and exercises relating to EPRR and business continuity within the Trust to relevant staff groups ensuring exercises occur (within national specified frequency) to practice, test and validate the robustness of existing plans. The analysis of outcomes and audit of performance will inform any alterations to the plans as a consequence.

Accountable and responsible for financial resources allocated to EPRR budget to best effect in achieving the objectives set out above.

Be available as a specialist to support senior management, including providing a tactical response, during incidents
