- PAYE - £301.74 + £36.42
Umbrella - £380.00

The LDA programme the ambition is to ensure better health and care services so that more children, young people and adults with a learning disability, autism or both can live in the community, with the right support, and close to home. Working as an integratedcommissioning directorate, we can significantly contribute to improving population health, reducing health inequalities and unwarranted variation. We are committed to involving patients, carers, residents, and the public in our work, including working withpatients and residents to help us shape and co-produce services.

The Learning Disabilities and Autism Programme is a priority within the organisation. The Programme works at a system level, driving transformation and strategic commissioning, whilst continuing to work closely with our four ICPs. The Programme has a twoSenior Responsible Officers one in health and Adult social care with a focus on:

- Improving access, experience and outcomes for children and adults with learning disabilities and/or autism;
- Implementing the commitments of the NHS Long Term Plan;
- Commissioning for strategic outcomes; and
- Supporting provider-led development.

The programme has a strong history of partnership working, transforming care for children, young people and adults, the programme aims to:

- Reduce health inequalities and improving life expectancy of people with learning disabilities and/or autism;
- Ensure that people get access to the right treatment, at the right time, in the right place; and
Help people to recover and stay well.

**Role Summary**

The ICS expects to work in a dynamic and agile way and post holders will be expected to work flexible across programmes or into new programmes as these emerge. The post holder will:

- Have a data-driven approach to quality improvement at network and place-based levels
- Have joined up accountabilities for health and care outcomes and associated use of resources - leading and supporting on ICS/ICP efficiency programmes
- Lead on the delivery of relevant transformation themes to ensure plans are on track and developing mitigations and recovery plans where required
- Lead on the delivery against the relevant service improvement and performance management requirements of the improvement and assurance framework standards
- Have line management responsibility for relevant members of the team, providing regular objective setting and review in line with personal development process
- Work closely with ICS system leaders and local teams, operational managers to ensure input to and ownership of delivery programmes
- Promote a culture that embraces equality and strives continuously to reduce inequality in both access and outcomes for all local residents

The work of the programme is focused on implementing the learning disabilities and autism commitments set out in the NHS Long Term Plan, and the previous Five Year Forward View. Within a context of increased demand and greater morbidity as a result of Covid-19the programme is focused on delivering against the following eight key work streams:

- Moving people into the community and reducing reliance on inpatient care
- A Better Start in life for Children and Young People
- Autism Diagnosis for Children and Young People and Adults
- Workforce & Employment - increase the rate of people with learning disabilities who are in paid employment from 9.0% to 16.8%.
- Improving Health Inequalities
- Improving Quality of Services
- Community infrastructure and services in line with the Building the Right Support Service models for adult, children and young people
- Housing (including capital funds) and market development - Everyone lives in adequate housing. For people with a learning disability and/or autism, we want to move from our current position of 66% of this population to 87% living in settled accommodation
