**Job summary**:
The Government Skills and Curriculum Unit (GSCU) was established in September 2020 with a mission to ensure suitably qualified and experienced public servants, and a ‘properly resourced Campus for training in Government’. The Cabinet Office brings together for the first time all the Cabinet Office teams and functions responsible for learning and development. Our first milestone strategy, Better Training, Knowledge and Networks: the New Curriculum and Campus for Government Skills, was published last year, and the Cabinet Secretary emphasised our work in his recent speech:
‘Our workforce needs technical competence, alongside individual confidence and curiosity, supported by the necessary zest and flair in our leadership that stimulates creative thinking and innovative ideas. And so the new Curriculum and Campus for Government Skills, launched in January this year, was an important milestone - a signifier of the long-term change for which we are planning. It sets out the technical skills, training, knowledge and networks that civil servants - as well as ministers and advisers - need to do their jobs better.’

The Fast Stream and Emerging Talent (FSET) team sits within GSCU and is responsible for attracting, recruiting, training and retaining Civil Servants who reflect the country and are equipped to meet the challenges of modern government. This includes creating a high status and high quality pipeline for future leaders; comprising schools outreach plus industry placements, internships, Civil Service apprenticeships and the Fast Stream programme. We have a portfolio of ‘in-flight’ change underway to align all early entry and progression routes to the skills agenda, for example schools outreach to attract applicants from across the country, internships to develop employability skills, higher quality and relevant apprenticeships, and a graduate entry and Fast Stream programme which meet the government’s current and future workforce need.

**Job description**:
The selection and development of our people is vital to ensuring the UK Civil Service has the skills to deal with future challenges. Our role is to select from tens of thousands of applicants, support their performance and growth and build leadership, management and specialist capabilities for the future of the civil service.

Crucially, this role will ensure our approach to attracting and supporting new talent demonstrates value and makes a measurable contribution to the performance of the Civil Service.

The role holder will be accountable to the Deputy Director, Head of Fast Stream and Emerging Talent and the role holder will form part of the Fast Stream and Emerging Talent Senior Leadership Team.

**Person specification**:

- Leading the selection and assessment strategy for FSET programmes, ensuring effective use of occupational psychology skills and expertise, adherence to testing best practice and with consideration to market insights, trends and opportunities for modernisation and innovation.
- Designing the assessment and selection strategy for the Civil Service Fast Stream 2024 Reform programme.
- Leading the design and evaluation of on-scheme and end-of-scheme assessments for the Fast Stream, ensuring a robust and objective approach to capability assessment and talent management.
- Developing an evaluation strategy for all FSET programmes that is underpinned with the Campus Evaluation Strategy.
- Driving a culture of continuous improvement and identifying opportunities for change to improve end-to-end programme design, learning, development and capability building.
- Actively engaging in wider GSCU/FSET activities as a member of the FSET Senior Leadership team, promoting a One FSET approach to all delivery and strategy.
- Ensuring a continual corporate attitude and presence in the team, supporting culture change, open communication, transparency and building trust across the teams.
- Being comfortable and flexible in working with ambiguity, resilient under pressure, and can work effectively in a complex and changing environment.
