Job Introduction
You'll be joining our Finance and Business Support team in the Route Services function. Your role will support the function to deliver national services to our Route and Regional customers that are vital to the running of the railway. We help them to deliver local outputs by optimising scarce and critical resources across the network and providing the benefits of economies of scale.

We offer business partnering insight, guidance and support to 6 primary directorates in Route Services:

- _Business Services_ provide our finance and HR shared services.
- _Commercial and Procurement _lead on major sourcing activity for Network Rail - more than 3,600 suppliers and £2.2 billion of spend.
- _Supply Chain Operations_ keeps the materials, machinery and components required by our regional customers moving - making sure they are on-site when needed so work can go ahead as planned and on schedule. We also deliver some of the biggest national improvement programmes on the Network on behalf of the regions.
- _Engineering Service_s improves performance and reduces risk through efficient and effective delivery of multi-disciplinary design and engineering services.

Main Responsibilities
To act as functional head for Risk and Value (R&V) management, setting the strategy, policy standards and governance requirements for R&V Management and providing assurance to Stakeholders that R&V Management is being applied in line with the strategy, standards and governance requirements.

**What will you be doing?**
- Set the strategy, standards & governance requirements for R&V Management within the region / function.
- Lead the development, implementation and then operation of the function Risk Management framework, to include enterprise, operational and project/programme risk
- Lead the facilitation of an effective & efficient R&V function to support the delivery of the function objectives,
- Manage and lead the R&V team, including checking sufficient R&V competency, capacity & capabilities remain available to support the delivery and assurance of R&V within the function.
- Provide assurance to Managing Director & Stakeholders that the R&V Management is being applied within the region / function in line with the strategy, standards & governance requirements.
- Facilitate key risk engagements / reviews on behalf of the function executive.
- Represent the function R&V Management to NR including interfacing with Group Risk so that requirements are aligned and deliverables are met,
- Provide assurance that the threats and opportunities to the effective and efficient R&V function are effectively managed.
- Lead the provision of R&V products and services to areas within NR outside of the function.
- Represent the function R&V Management to external Stakeholders to provide confidence in the maturity of the framework and value that it delivers.
- Check the R&V strategy, standards and governance requirements are optimised and leading best practice.

Essential
- Extensive experience in the disciplines of risk management and value management.
- Expert knowledge of project, strategic and operational risk management.
- Extensive experience of business and commercial risk management tools and techniques, preferably in a project delivery environment.
- Expert knowledge of best practice in project management.
- Educated to degree standard or equivalent.
- Professional qualification in risk and value management.
- Excellent interpersonal, leadership and managerial skills.
- Demonstrable excellent analytical skills.
- Good knowledge of railway operations and project management.
- Knowledge of Network Rail investment and related business processes.

Desirable
- Six Sigma Yellow Belt.
- Professional assurance and audit qualifications.
- Business Continuity Management specialist
- Information Security Management Systems risk management specialist
