**Emergency Management Officer**

A vacancy has arisen for a full or part time Emergency Management Officer in the Councils Emergency Management team. The team play a critical role in protecting and maintaining public safety. The team provide professional expertise and support for the Council in helping to anticipate and plan for incidents and respond to and recover from threats to public safety and other emergencies which include:

- acts of terrorism
- epidemics and pandemics, such as swine flu and COVID-19
- flooding
- major industrial accidents
- natural disasters
- severe weather

The team also leads on business continuity management for the council ensuring plans are in place to help mitigate risk and keep critical services running. The team is an active partner of Devon Cornwall and the Isle of Scilly Local Resilience forum, working with a range of agencies to ensure that normal support for local communities continues in the event of an emergency.

Emergency Management cover a breadth of duties in relation to certain legislation, most of which fall under the Civil Contingencies Act (CCA 2004) as follows.
- write and maintain plans for the purpose of preventing an emergency occurring or reducing, controlling or mitigating the effects of an emergency.
- provide advice to Council Services to ensure that they can carry on functioning in the event of an emergency
- consider whether assessments need to be carried out on a diverse range of sites making it necessary to modify a range of plans.
- analyse and plan for potential risks, such as outbreaks of infections or disease, technical failure of electricity networks, major gas leaks and severe weather conditions
- provide on call cover on a 24-hour duty system, responding to emergency situations as they arise
- prepare and conduct exercises to test and validate emergency preparedness arrangements
- respond to incidents, such as natural disasters, and assess the situation and the level of response required
- communicate with emergency services, public and other bodies in the event of an emergency
- deliver emergency preparedness training to staff in the Council
- raise awareness of public safety issues by developing information, presenting at events and conferences and delivering special projects
- develop new policies and procedures in response to government legislation such as whole society resilience
- maintain Business Continuity plans for Council Services to ensure they can continue to perform their functions in an emergency
- work with communities to recover after an incident

**About the role**

This is an exciting opportunity for a self-motivated, enthusiastic, and experienced Emergency Management officer who has opportunity to influence the response and recovery to emergencies and incidents in Cornwall.

This is a critical role, with the post holder being responsible for undertaking a range of specialist duties across the County, not only when responding to emergency situations such as floods or terrorism threats but also requires the post holder to manage a varied workload considering future threats and impacts.

You will be part of a dedicated Emergency Management team and will take the lead on a number of work programmes covering this exciting agenda. You will be required to prepare and maintain a range of Emergency Plans to ensure the council provides an effective, efficient, and co-ordinated response to emergencies and can recover to normality as soon as practically possible.

You will need to be able to work in partnership with others to help identify risks threatening the performance of critical functions and things that could impact the communities of Cornwall. You will be required to use this information to write simple and concise Council and multi-agency emergency plans, so in the event of an emergency or disruption, resources can be focussed in the right areas and appropriate continuity strategies enacted upon.

As an expert in your field, you will also be required to provide general advice to local businesses and voluntary organisations about Business Continuity Management and offer to assist in the response and recovery to major incidents.

You will have a full degree or diploma in emergency management/business continuity or equivalent qualification.

OR

You will be able to demonstrate previous successful experience of working in a relevant role.

Membership of a professional body such as the Business Continuity Institute or Emergency planners’ society.

**Working hours**

As part of this critical function, working hours are generally 37 hours a week, although they can be longer in the event of an emergency. We operate on-call 24 hours a day to co-ordinate the Council's response, so you will be required to be on-call at evenings and weekends on a rota basis. The on-call rota attracts an additional payment.
