**Job summary**:
The Corporate Data Team is part of the Analysis & Insight Directorate in the Cabinet Office.

Analysis and Insight acts as the Cabinet Office’s core analytical hub playing an important role in ensuring that policy development and delivery across the Cabinet Office, in support of the department’s objectives, is evidence-based, value for money and evaluated to ensure it is working.

The Corporate Data team is responsible for the management of corporate data at a workforce and budget level. The team’s purpose is to bring together the systems responsible for workforce and budget management information, assure the data, and deliver high quality and impactful insights to inform decisions at all levels.

The job description will vary depending on the evolution of what is a new team and the experience of the successful applicant, but it is likely to include:
Managing a team of 3 FTE; SEO Workforce Data Architect, HEO Systems Manager and EO Data Analyst/system support to deliver the Corporate Data Team’s objectives;
- Ensuring appropriate governance and controls are in place and are followed to manage changes within the Finance and HR systems;
- Gathering and analysing key data sets, for example collating data from Cabinet Office Finance and HR data systems;
- Supporting the reporting of data and visualisation to support decision making for example providing key metrics to the Cabinet Office Executive Committee, Programme Boards collaborating with the Business Information and Analytics sub-team within the Corporate Data Team;
- Supporting the completion of externally generated data requests as required that span from responding to commissions to providing the latest departmental workforce headcount position;
- Delivering on work strands to drive the accuracy of data through SOP and OrgVue; and,
- Continuous improvement across the delivery, focusing on championing the use of best practice standards, tools and processes which may involve the need to liaise with other government departments working with corporate data.

**Job description**:
An ability to provide data and is a key enabler that allows baselines to be established, to allow progress to be gauged, and to inform the focus of priorities. Ensuring that data is free from error and is reflective of the environment it portrays is essential to providing senior leaders with accurate insights to inform critical decisions. The Corporate Data Team works with multiple stakeholders across the department, including ministers, to ensure decision making on matters of Cabinet Office headcount and budget is informed by robust and accurate data.

Specifically, the purpose of the Systems and Data Lead is to:

- Develop the Systems and Data work plan for the Corporate Data Team to communicate and share with the Corporate Services Senior Management Team.
- Lead the delivery and management of the workforce data alignment of the Finance and HR systems
- Lead the delivery and continuous improvement of a joined up people and finance dashboard to provide business insights, working with the Business Information and Analytics sub team in the Corporate Data Team.
- Oversee the management of systems access, availability and changes to the organisational structure and configuration liaising with our third party supplier where applicable.
- Support the Head of the Corporate Data Team with responding to urgent ad-hoc MI requests from Ministers or the Senior Management Team.
- Manage relationships across the business and third party suppliers.

- Has strong communication skills with the ability to establish and develop productive relationships with internal stakeholders across the department and the Civil Service, including those at senior levels of the Cabinet Office as well as external stakeholders; and,
- Strong analytical skills

**Desirable**
- Experience of finance and/or HR data including analysis and performance management;
- Substantial experience in a systems role;
- Good understanding of integration technologies;
- Understanding of visualisation / BI tools such as Qlik or Tableau; and,
- Previous contract management experience.
