Your new role

There has never been a more exciting time to join National Highways as Head of Reporting in our Major Projects RIP South Division.

In your new role, you will be responsible to drive excellence in Project & Programme Reporting and Data Management through the development, delivery and maintenance of high-quality governance controls, management processes, tools, techniques and systems,the integration of Programme Information Systems and the enhancement of in-house capability. To enable the timely, safe, efficient, and customer-focused delivery of the Programme.

National Highways operates a hybrid working model with approx. two days per week spent in the office. This role can be worked from any of our Major project bases: Birmingham, Bedford, Bristol, or Guildford.

What you’ll be leading on

Develop and maintain strong, collaborative, working relationships with Programme Senior Leadership Team, PMO management team, and Programme delivery teams; to ensure a strong understanding of business needs, to ensure that the requirements for high-qualityreporting, data management and systems are fully understood and addressed at both Project and Programme level, to identify key areas for improvement, to share best practices and to resolve complex issues.
Work closely with RIP PMO North on upkeep and enhancement of existing data systems
Work with the PMO, Programme & Project teams and wider Major Projects directorate to develop and deliver the Programme reporting, data management, and integrated system controls strategy, consistent with corporate standards and incorporating industry best practices,to ensure ongoing control and governance of the programme and its constituent projects.
Lead the development of Reporting, Data and Systems Management tools, techniques and systems at a Project, Programme and Portfolio level, working with external consultants and MPDS where required to embed new corporate-wide systems and tools when deployed.
Support Directors, Project Managers/Sponsors and their teams through the provision of consistently high-quality reporting and data management, providing regular timely programme and/or project data, reports and analysis, identifying and reporting trends inemerging issues, performance and behaviours across programme, projects and supply chain partners to inform decision making.
Lead the collaboration with Property & Compensation regional teams. Develop and deliver a strategy for the property and compensation interface, and reporting requirements and provide expertise in land forecasting for the whole project life cycle.
Provide expertise and guidance for Reporting, Data and Systems Management across the Programme, to develop capability and support colleagues in delivering their objectives.
Identify and propose appropriate management interventions and improvement strategies at project and programme levels, continuously improving capability, Job Title Head of Reporting Reports to Job Title RIP South PMO Director Division and Directorate Major Projects,RIP South Job Reference 22704A behaviours, culture, tools, processes and systems related to Reporting, Data and Systems Management.
Chair detailed project review & assurance meetings, reporting to the PMO Director, Regional Delivery Directors and RIP Director (when requested).
Lead and coordinate all business planning activities for RIP South; develop a process for proactive and ongoing business planning throughout the year, understanding risk & assumptions and regular review of future forecasts. Work closely with MPDS on the iterationof the business plan submissions.
Work with Major Projects Delivery Services and Capital Portfolio Management on updating and communicating future versions of the Operating Plan and Capital Baseline.
Attend and support Reporting, Data Management and Systems Integration Communities of Practice across National Highways, to share best practices and support professional development.
Lead, motivate and develop the regional PMO teams to ensure a high quality of reporting, data management, controls and systems integration is provided, together with strategic advice
Reporting on programme and project performance
Identifying and proposing appropriate management interventions and improvement strategies at project & programme levels
Acting on poor performance and driving improvement strategies to develop a continuous improvement culture
Advising on new regimes for future frameworks and contracts
Identifying and advising on the realisation of improvement opportunities
To be successful you’ll need

Good understanding of National Highways business and organisation
Demonstrable experience in managing Reporting & Data Management in a major multi-disciplinary civil infrastructure programme environment
Good understanding of general reporting requirements for public-funded organisations
Experience in leading process change and implementing performance improvement initiatives in people capability, reporting, data capture & analysis, systems and processes
Experience in capturing and analysing Programme & Project Performance Management data (EV, SPI, CPI, KPI etc)
Demonstrable experience in working in a complex, high value, programme environment, providing and driving strategic improvement plans and consistency of approach at programme and project levels
Demonstrable experience in leading and managing teams in project and programme environment
Track record of managing complex relationships with multiple stakeholders and evidence of skills to influence relationships for positive outcomes.
Proven track record in annual budget-setting processes and forward-looking funding plans
