The post holder will lead on the interpretation and implementation of the revised national Care & Treatment Review (C(E)TR) Policy and Guidance (January 2023), overseeing community and emergency C(E)TRs for people with learning disabilities and/or autism who display behaviours which challenge under the Learning Disability and Autism programme.

The post holder will also provide quality assurance through the review of action plans with health, social care, education and criminal justice professionals, and families following reviews to ensure that recommendations and outcomes from a C(E)TR are achieved. This will involve the discussion of highly complex, sensitive and contentious information, where persuasion, empathetic and re-assurance skills are required in order to gain agreement or co-operation.

As this is an ambitious programme and provides an opportunity for health and care professionals to support complex project development and transformation across our ICS providing increased clinical, communication and leadership experiences and opportunities.

The post holder will be responsible for a team of Quality and Performance Support Officers and so line management experience is essential.

The post holder will be required to complete many data submissions and therefore excel knowledge and experience is required.

The post holder will support the Quality Oversight and Host Commissioner Visits and provide data and information to meet national reporting requirements and in support of the Learning Disability and Autism Programme.

The post holder will line manager the team of Quality and Performance Officers to ensure a seamless service is in place to support people with a Learning Disability and /or Autism.

To support Lancashire and South Cumbria in the C(E)TR, quality oversight and host commissioner processes.

Develop a process that provides assurance to Lancashire and South Cumbria ICB and NHS England that the administration and undertaking of C(E)TRs complies with national policy, guidance and

Support the process for health and social care professionals in prevention of unnecessary admissions into learning disability and mental health inpatient beds through the coordination of a robust emergency C(E)TR process

Ensure the involvement of the local authority including, where appropriate, children’s social care, adult’s social care, the Special Educational Needs (SEND) team, or school or college so that all relevant issues can be fully addressed and solutions explored for the discharge of people into community based settings, or back home to their families.

Provide data, information and activity reports as required to the Performance and Assurance Senior Manager, Lancashire and South Cumbria Learning Disability and Autism Programme and NHS

To support Lancashire and South Cumbria in the C(E)TR, quality oversight and host commissioner processes.

Lead the implementation of C(E)TRs and empower and support people and their families to be equal partners in their own care and treatment

Lead on the development and implementation of C(E)TRs by providing knowledge and skills to health, social care and education professionals and families through training, awareness raising and dissemination of information and

Develop a process that provides assurance to Lancashire and South Cumbria ICB and NHS England that the administration and undertaking of C(E)TRs complies with national policy, guidance and

Support the process for health and social care professionals in prevention of unnecessary admissions into learning disability and mental health inpatient beds through the coordination of a robust emergency C(E)TR process.

Ensure that any admission is documented and supported by a clear rationale of planned assessment and treatment together with defined and measurable intended
