**Job Purpose**:
This is a fixed term contract role until March 2025.

The purpose of the role is to facilitate the successful and smooth delivery of all strategic programmes of work within the GOC’s 5- year strategic plan, which aspires to delivery of world-class regulatory practice, improved customer service and continuous improvement.

Working alongside the Director of Change, the post holder will lead the continued development and management of a centralised programme management function within the organisation. The post holder will lead a small team to ensure the programme of change is effectively and appropriately managed and, therefore, able to deliver its main aims and ambitions.

Primary aspects of the role include:

- Leading on translating the existing Fit for the Future roadmap into a detailed multi-year plan and clearly defined business cases to support achievement of the GOC’s 2020-25 strategy.
- Maintaining a structured framework including robust governance and assurance processes to facilitate effective delivery of the strategy and associated Programmes, including tracking and monitoring progress, escalation of issues and demonstrating the successes and benefits delivered from individual programmes of work.
- Developing, embedding and continuously improving the approach, method and tools used in the delivery of programmes in the organisation, ensuring that programmes are delivered on time, to quality standards with demonstrable value for money.
- Leading the project teams, supporting them to fulfil their roles and deliver value to the organisation and engaging with other stakeholders across the organisation.
- Developing an effective plan for sustained project and change capabilities within the organisation post 2025

**Key Accountabilities**:

- Governance / Assurance_
- Development and maintenance of an overview of programmes and schemes across the organisation, including identifying potential interdependencies and directing programme leads around these so that all aspects and components of agreed plans are properly programme managed and that all relevant details of milestones, interdependencies, status, planned savings etc. are fully captured through to delivery.
- Be responsible for the implementation and continuous improvement of the governance process in relation to robust Programme management including developing a clear risk management approach, developing and overseeing the provision of regular reports for a variety of audiences.
- Responsible for providing and presenting highly complex, detailed and potentially sensitive information to a range of senior stakeholders, including council members and the public.
- Programme Management Approach & Support_
- Support the development of key project documentation, which may include Business Cases, project plans, status update reports, exception reports and closure reports.
- In conjunction with the Project Co-ordinator, maintain timetables and action logs for the reviews of quality, equality, diversity and privacy impact assessments.
- Working effectively with people_
- Demonstrate effective stakeholder management across different organisations, directorates and at all levels across the organisation. You will be required to have regular contact with stakeholders across the breadth of the organisation, including at board level, and will need to engage with them over sensitive, complex, contentious and confidential issues. This includes participating in relevant Board meetings, working groups/projects, services and initiatives to provide advice and expertise.
- Take full management responsibility of the core programme team, providing leadership, recognising and developing the team, mentoring, coaching and training the team to utilise their strengths to enhance performance and build organisational capability.

**Essential skills/Experience/Qualifications**
- Experience of managing a central programme or portfolio function within an organisation.
- Solid understanding of programme management best practice within different environments e.g. Agile, Waterfall, with a recognised industry certification e.g. MSP, PMP, AgilePgM etc.
- Proven understanding of project governance, risk management and planning.
- Demonstrable business partnership experience: working with operational business managers to deliver enablers, business changes and benefits.
- Solid financial and budgetary management skills.
- High level of PC literacy with Microsoft products in particular proficient user of collaboration and office tools (Teams, Excel, Powerpoint, Projects etc).
- Highly organised, methodical and structured thinker with excellent analytical skills and attention to detail.
