**Job Purpose**

The Head of Programme Management is accountable for driving SCUK's strategic engagement with Save the Children's regional and country offices. You will play a critical role in shaping country and regional strategic priorities and leveraging support from across SCUK in support of country strategic plans.

As a contextual expert for the countries in which SCUK supported programmes operate, you will be expected to provide high-level analysis of socio-political developments, internal and external risks and trends, and operational issues, which may impact SCUK's engagement in these countries, and represent Save the Children's work, both internally and externally, at a senior level. You will lead on overseeing the effective delivery of SCUK funded programmes and managing and mitigating overall portfolio risk

**Key accountabilities**:
***Strategy and Representation:

- Help shape Save the Children's strategic direction within SCUK's priority countries/regions, and leverage support within SCUK behind this strategy.
- Represent SCUK at country and regional strategy meetings.
- Responsible for developing and maintaining a strong partnership with Country and Regional Directors to ensure a joint ‘one team' approach for SCUK's international work.
- Leverage support for Save the Children and its work through engagement at a senior level with donors, partners and at other external events.
- Lead cross-movement initiatives related to strengthening organisational performance and accountability.

***Team Leadership:

- Provide excellent quality leadership and management to develop a high performing, diverse and Inclusive programme management team.
- Lead the team through ongoing strategic change initiatives related to SCUK's Country Office strengthening agenda whilst maintaining staff engagement and motivation.
- Develop effective succession plans through structured talent management within the diverse team.

Risk Management:

- Develop and maintain high quality risk management systems for SCUK's international programmes portfolio.
- Identify systemic risks within the portfolio and drive action across the organisation to address and mitigate these risks.
- Provide high quality updates to SCUK's leadership team and board, regarding SCUK's international portfolio risk profile.
- Where required, take personal responsibility to resolve significant risks in liaison with SCI and relevant functions within SCUK e.g. legal, safeguarding etc.

Business and Partnership Development Management:

- Provide strong support to SCUK's partnership diversification agenda, working together with the Head of Partnership Development to design and implement the strategy, framework and roadmap for delivering and evolving a stream of sustainable partnerships.
- Ensure the Programme Management Team is coordinating SCUK's funding strategy within SCUK priority countries/regions, working together with the Head of Business Development to ensure that business development for the organisation is achieved in line with the country strategy and business development plans.

Programme Quality and Impact:

- Ensure strong coordination with the Head of SCUK's Programme Quality Teams to ensure effective technical accompaniment for delivering high quality and impactful programmes within the country context.
- Ensure the Programme Management Team is supporting and contributing to the Culture of Impact, and evolving learning from SCUK's partnership strategy with new donors in different countries/regions is reflected in the plans for current and new opportunities.

Other:

- Act for Programme Partnerships (PP) Director when required, overseeing the wider Programme Partnerships Department of 70 staff.
- Lead on cross organisational priority initiatives as agreed.

Safeguarding:

- To lead the Programme Management Team and carry out the responsibilities of the role in a way that reflects Save the Children's commitment to safeguarding children, adults and staff (especially in programme delivery) in accordance with our safeguarding policies.

**Person Profile**

**Experience/Knowledge/Skills**
- Strong knowledge of the international development system and its constituent parts.
- Proven track record in developing and leading high performing teams to achieve their goals
- Strong track record of developing and implementing programme risk management systems, within the international development or humanitarian sector.
- Extensive experience of working with institutional partners and familiarity with corporate and philanthropic partnerships, including negotiation and representation.
- Significant experience of working in the international development sector, including in overseas roles.
- A high degree of flexibility and adaptability in order to respond to changing needs and effectively address issues.
- Strong communication and representation skills, with excellent written and spoken English
