**Overview of Project/Role**

A rare opportunity to join the town planning team playing an important role in keeping London’s transport moving and delivering improvements promoted by the Mayor’s Transport Strategy (MTS). Many projects are transformational and directly support the Mayor of London’s vision to achieve sustainable transport use, to tackle London’s air quality issues and the climate change emergency.

You would lead on or assist with identifying, progressing and obtaining town planning consents for schemes promoted by TfL. This includes identifying the correct consent route and fully utilising TfL’s permitted development powers. We work closely with our colleagues who are specialists in environmental impact appraisal/assessment and highways consenting matters.

Schemes the team work on include upgrades of existing infrastructure (such as to provide step free access to stations), installation of new infrastructure (e.g. electric vehicle charging points) and major schemes for new stations/upgrades and line extensions.

You would be involved in a number of different projects at any time, working as part of a team or independently. The role provides an opportunity to learn and develop your skills and you would be fully supported in your development.

**The Team**

You would join TfL’s Town Planning and Heritage Team. We provide a professional town planning service to various teams involved in improving transport services where town planning or heritage consent matters arise. We work closely with TfL colleagues, local authorities, statutory authorities and landowners to deliver a wide variety of town planning consents associated with TfL’s services, including on rail, underground, road and river.

**Working arrangements**

Under TfL’s hybrid working arrangements, you would be expected to work three days a week in the office. This contact with your colleagues and clients will be important to help you familiarise yourself with TfL and our projects as well as for your training and development.

The team works from TfL offices at 5 Endeavour Square, Stratford and at Palestra, 197 Blackfriars Road, Southwark. On occasion you may be required to work at other offices where your projects are based.

**Key Accountabilities**
- Provide technical expert town planning advice to projects/programmes promoted by TfL's businesses to reduce risk and enable efficient delivery, working within project teams and co-locating as appropriate.
- Support the development of town planning consents strategies and programmes for projects to ensure the necessary consents are obtained to meet project requirements
- Develop and prepare or manage the delivery of documents (including preparing or reviewing technical reports) to support the town planning consents process, taking overall responsibility for the management of the consents process (including instruction of legal advisors as required).
- Liaise, influence and negotiate with Local Planning Authorities and other stakeholders where necessary to achieve project aims and minimise consent risks.
- Build strong collaborative relationships with internal and external stakeholders to facilitate the efficient delivery of required outcomes.

**Skills, Knowledge & Experience**

**Knowledge**
- Degree or equivalent qualification in town planning or other relevant/related discipline.
- Membership or working towards membership of a relevant professional body (e.g., RTPI) (desirable).
- Knowledge and understanding of town planning consents and legal requirements involved in delivering infrastructure projects of various scales.
- Knowledge of UK town planning legislation and policy in particular the London Plan.
- Understanding of the role and duties of central government and London’s town planning, transport and heritage organisations.
- Awareness of and interest in the London’s transport system and the contribution it makes to the City.

**Skills**
- Good standard of written and verbal communication and ability to produce good quality reports, presentations and other material.
- Good analytical skills and ability to make sound decisions on the basis of information available.
- Ability to quickly understand complex issues and tasks and work independently with limited guidance.
