**Senior Finance Business Partner**

**Purpose of the Job**:
The Senior Finance Business Partner plays a pivotal role within the Professional Accountancy Team, responsible for overseeing various financial functions including closure of accounts, treasury management, taxation, and providing strategic financial support to Executive Directors, Assistant Directors, and Service Managers. This role ensures financial governance, compliance, and effective management of resources, contributing to the overall efficiency and success of the organization.

**Principal Responsibilities**:

- Contribute to the strategic and operational management of Financial Services, including closure of accounts and production of the Statement of Accounts.
- Manage, motivate, and develop staff within the team to achieve objectives and enhance performance.
- Implement Performance Appraisals and Development Programme within the finance team.
- Ensure compliance with financial statutory obligations, including Financial Procedure Rules and Financial Code.
- Manage financial support for obtaining and securing financial resources, assessing business options, and interpreting complex financial information.
- Support in designing and delivering financial training packages for Officers on the close-down process.
- Deliver high levels of customer satisfaction to support the Accountancy business plan.
- Support the close-down of accounts schedule by reviewing processes and timescales to meet deadlines.
- Manage finance projects assigned by the Strategic Finance Business Partner.
- Provide financial direction and analysis to all Service and Support Directorates.
- Deputize for the Strategic Finance Business Partner when necessary.
- Ensure timely financial controls and support Balance Sheet Monitoring.
- Support the accurate production of financial performance reports and budget controls.
- Ensure compliance with financial regulations and standing orders of the council.
- Assist in maintaining effective internal financial controls and governance.

**Person Specification**:
**Education, Qualifications, and Training**:

- CCAB Qualified or Qualified by experience.
- Evidence of ongoing professional development.
- Management Qualification (Desirable).

**Knowledge and Experience**:

- Experience in annual accounts closure process and production of Statement of Accounts.
- Proven staff leadership and management experience.
- Experience in Financial Planning, Control, Reporting, and Process Development.
- Experience in delivering financial training and effective communication with stakeholders.
- Understanding of local government finance complexities and regulations.
- Up-to-date knowledge of accounting policy, IFRS, CIPFA codes, and Taxation.

- Experience in delivering training (Desirable).

**Special Requirements**:

- Ability to travel to all areas of the County (Desirable).

**Salary**: £411.34-£535.00 per day
