Manage the Green Scene service provision for residents and communities within Runnymede Borough Council including the in-house operational grounds maintenance service. Be the lead person for all enquiries and complaints relating to green spaces across the borough. Lead and develop the Green Spaces service and operational strategies with consideration to the Climate Change Strategy. Manage the Green Spaces service

Key Responsibilities:
Working with the Green Scene Supervisor management of the in-house grounds maintenance service including fine turf, grass cutting, woodland management, weed spraying, jet washing and other related activities.
- Working with the Green Scene Supervisor and Health and Safety Manager arrange for recruitment of staff, scheduling of work, suitable training and induction of new staff.
- Managing and resolving any enforcement issues including unauthorised encampments, encroachments, trespassing events, or unauthorised moorings on council owned land. Manage and procure as necessary, all ground’s maintenance, playground inspection, cemeteries, allotments and other relevant parks and green spaces contracts.Project manage capital and revenue improvements and maintenance work as required and ensure adherence to timescales and budget.- Responsible for drafting committee reports relevant to the service and attendance at some evening committee meetings.
- Production, review and delivery of effective operational strategies, policies, and activities including site specific operational management plans. Contribute to relevant strategic plans with respect to parks and green spaces.
- Work with the Corporate Head of Environmental Services and Operations Manager to devise and promote a new whole systems approach to performance management incorporating key performance indicators, rotas and schedules to deliver key corporate projects and programmes within Parks and Green Spaces
- Deliver the sustainable planting strategy for Runnymede’s parks and open spaces which reflects the climate change strategy and encourages biodiversity which can be delivered by the new in-house ground maintenance team.
- Working with colleagues lead the development of the Borough’s Events function including community events to promote the Borough and maximize income opportunities.

Qualifications:

- Educated to Graduate level Relevant qualification in landscape management or horticulture.
- Full valid UK driving licence and the ability to travel around the Borough to make site visits

Knowledge:

- Knowledge of legislation and industry best practice relating to parks including health and safety and other statutory requirements Knowledge and experience around the Safety Advisory Group process.Understanding of Health and Safety issues, risk assessments and training requirements within Parks and Green Spaces.

**Experience**:

- Experience in managing ground’s maintenance operational teams, ensuring consistency and maintaining performance standards. Experience and knowledge of enforcement issues within Green Spaces including encampments and encroachments.Experience with respect to delivering an allotments service.
- Management, operational and administrative experience in landscape management and grounds maintenance. Experience of working with local Councillors, community groups and local residents to design and deliver improved services and facilities
- Project management and change management experience within the public/private sector
- Development and delivery of Parks and Green Spaces related strategies and policies.

Skills & Abilities:

- Ability to communicate orally in a clear and helpful manner and to present information clearly and precisely.
- Ability to set personal priorities, objectives and deadlines whilst maintaining a strong focus on key service priorities / responsibilities.
- Able to work under pressure and to tight deadlines to achieve outcomes.
- Ability to write and present formal reports, collate data and information on complex issues.
