**Job summary**:

- The Permanent Joint Headquarters is an adaptable and agile headquarters created to command joint and combined military operations**Job description**:
Headed by the Chief of Joint Operations, we are responsible for:

- planning and executing UK-led joint and multinational operations
- exercising operational command of UK Forces assigned to multinational operations led by others
- providing policy and resource aware military advice to the Ministry of Defence (MOD).

The Permanent Joint Headquarters is currently organised into functional branches, known as Joint Divisions. Joint Division 1/4 is responsible for personnel and logistics; Joint Division 2 covers intelligence; Joint Division 3 is responsible for operations; Joint Division 5 is responsible for planning; Joint Division 6 for communications; Joint Division 8 for finance and Joint Division 9 for policy, legal and media activities and permissions. There is also a Command Support Group.

**Key Responsibilities**

The current responsibilities of the role include:

- Senior policy adviser to the Chief of Joint Operations, providing advice on all aspects of policy related to overseas operations including targeting, Rules of Engagement, detentions, intelligence sharing and related operational permissions and risks.
- Responsibility for all operational policy, parliamentary and secretariat advice from PJHQ to the Ministry of Defence and Ministers. PJHQ’s senior civilian touch point into Whitehall on policy-related issues.
- Senior Finance Officer for Operational Expenditure, ensuring that finance is properly considered in all phases of planning and operational activity and that appropriate financial discipline is in place to ensure resources deliver value for money under appropriate governance and scrutiny.
- Senior civil service leader within PJHQ. Role model and champion to the civil service in the HQ and deployed on operations and exemplar to military staffs on the role and contribution of the civil service to operations and PJHQ.

**Person specification**:
**Essential**:

- Excellent oral and written communication skills, including the ability to summarise complex issues and influence senior military and civilian officials, international partners and external contacts.
- Clarity of thought and analysis, and the ability to explain the practical implications of political and diplomatic developments and identify realistic courses of action despite incomplete or ambiguous information.
- Strong stakeholder management and relationship building skills, with experience of responding effectively to Ministerial priorities and interests.
- Financial management experience, including knowledge of the annual budgetary cycle and financial governance and assurance.
- Understanding of Government crisis management and policy development processes and Parliamentary and public accountability.
- Knowledge of Defence and military issues would be highly desirable.
