We have a new and exciting opportunity to join the HR function at National Highways as we further invest in and transform our Resourcing capability. The Head of Resourcing is a new role to the business and with it, comes great scope for a forward thinkingand innovative individual to make a real impact to the business by creating and delivering a resourcing strategy that will attract and recruit the right people capability to deliver our strategic business plan in the short, medium and long term.

We are looking for an individual who has extensive experience in recruitment, coupled with strong contract management and stakeholder skills and can bring a depth of understanding of how we can transform our resourcing function and effectively grow and developthe newly formed team of Talent Acquisition Partners.

National Highways support flexible working and offer hybrid working, and therefore the Head of Resourcing can be based anywhere across England.
What you’ll be leading on

- Develop a resourcing strategy to meet the talent acquisition needs of the business and this is effectively delivered across the organisation.
- Define, develop, implement and manage an effective resourcing model to meet our changing talent acquisition requirements. Own project delivery for developing that model, including continuous improvement of new services or processes to BAU.
- Working collaboratively with Senior Leaders, the HR Business Partnering team and workforce planning functions on Strategic Workforce planning to create a robust understanding of current and future workforce needs and developing a plan of short, medium andlong-term talent acquisition requirements.
- Use knowledge of external best practice and market intelligence to build a strategic and proactive approach to attraction and advertising that effectively and efficiently supports the fulfilment of our short, medium and long-term workforce plan. Identificationof new routes to market, opportunities for campaign activity to ensure diversity in recruitment outreach. Owning and implementing the EVP across internal and external channels e.g. the careers site, social media.
- Define training and competence standards for hiring managers and those involved in hiring decisions and work with the L&D team to ensure that training is developed and deployed appropriately across the business.
- Own the resourcing budget, ensuring successful delivery of overall resourcing activities whilst maintaining budget performance, maximising value for money and demonstrating return on investment.
- Working with the HR Systems Development team, to develop and implement a data and insight capability to support resourcing activities and strengthen approaches based on the insights gained. This capability should support the ongoing effectiveness and efficiencyof resourcing strategies; whilst also keeping Stakeholders informed of resourcing performance.
- Manage the team / relationship with HR Shared Services - Manage and develop the team of talent acquisition partners to ensure effective delivery of the above and influence an effective service to the business for recruitment delivery from the HR SharedService team through internal SLA’s and KPI’s.
- Working collaboratively with the Head of Talent to understand National Highways strategy for talent and succession and gain understanding of the talent acquisition requirements within this to deliver against our medium and long-term people capabilities.
- Working collaboratively with the Head of Engagement, Diversity and Inclusion to support the design of bespoke programmes to tap into underrepresented groups as part of our wider Diversity and Inclusion Strategy.
- Accountable for contract management and strategic relationships with third party suppliers within resourcing function ensuring that contracts are aligned to meet business and departmental objectives and that they deliver against service level agreements.
- Developing strategic partnerships with providers to offer expertise, agility and pace while maintaining business values and enhancing the employee value proposition.
To be successful you’ll need
- Demonstratable experience of the end to end recruitment process & familiarity with recruitment across multiple client groups, organisational levels (Exec to entry level) and labour types e.g. Perm, FTC and contingent.
- All areas of talent acquisition and recruitment, including employer branding, creative attraction campaign design, recruitment advertising and delivery services.
- Experience of developing HR and Resourcing strategy/plans and implementing them effectively.
- Experience of implementing and managing effective supplier frameworks.
- Proven experience and delivery in large complex organisations.
