The Quality Governance and Effectiveness Facilitator is part of the Risk and Governance team. This is an exciting opportunity with the launch of the new Patient Safety Incident Review Framework and a new Risk Management system. With the support and direct line management of a Coordinator you will be supporting a designated group of clinical service lines, in the management and monitoring of a range of Clinical Governance activities, such as Patient safety, clinical audit, risk management and clinical effectiveness programmes. You will be based at Bedford Hospital site, there is no cross site working expectation however joining colleagues for face to face meeting may be required at request of managers.

Within a department of expertise you will support a Coordinator as a resource of knowledge and skills in supporting the clinical areas with Quality and Effectiveness. Your focus will be on building relationships and engagement with clinical staff in order to support the Coordinator with developing and embedding robust systems and processes, to identify and define information needed to monitor and manage clinical effectiveness in accordance with relevant Trust policy and national guidance. You will be essential in ensuring key learning and actions from incident management is shared across the organisation whilst working with key staff within the department. You will have a key role in supporting the Trust in achieving full compliance with our legal Duty of Candour.

Supporting managers with delivery of training programmes and the role out of PSIRF.

Produce CSL reports for Governance meetings ensuring CQC domains are identified and present at CSL Governance meetings disseminating decisions, actions and learning to address and monitor change.Be adaptable in approach to different CSL needs and support with CSL requirements.
Ensure CSL compliance in Duty of Candour requirements.
Support with escalation processes in relation to level of harm of incidents.
Support nursing staff with local review of incidents
Use own initiative to influence and negotiate with all levels of staff to ensure compliance with policies and procedures in regard to Risk and Governance.

Identify own limitations and concerns in order to escalate appropriately to manage time constraints effectively.
Identify own training needs and seek to optimise opportunities to ensure own skills and knowledge are developed.
Understand and optimise skills of current IT systems to ensure you can support and train others.

- Working with the Clinical Service lines (CSL) Quality Governance and Effectiveness Coordinator facilitate the implementation of a CSL quality governance and effectiveness programme linked to the local service line and Trust priorities
- To facilitate and support the CSL risk assessment and risk register management processes to ensure CSL risk registers are effectively populated and ensure that risks are mitigated and controlled.
- To work alongside clinical audit leads within specialties to develop and implement an audit programme that supports the needs of the organisation in relation to clinical governance and quality improvement, including the Care Quality Commission compliance requirements and HQIP
- To facilitate production of a rolling programme of review of compliance in relation to local and national guidance, including the National Institute of Health and Clinical Excellence (NICE) guidance and standards.
- To ensure that locally developed clinical guidelines follow due procedure, are ratified and effectively distributed, disseminated and monitored within the CSL
- To support CSL responsibilities in relation to external accreditation and inspection
- To build and develop information resources pertinent to quality governance and effectiveness as a resource for the CSL and facilitate the CSL reports in conjunction with the Clinical Service lines (CSL) Quality Governance and Effectiveness Coordinator
- Present reports/presentations on CSL progress on a regular basis as required and also support the delivery of training to
