**Job description**:

- Would you like to help deliver critical policies for addressing climate change? In 2019, the UK became the first major economy in the world to legislate to have “net zero” carbon emissions by 2050, meaning we will no longer be a net emitter of greenhouse gases which contribute to climate change.
- Carbon Capture Usage and Storage (CCUS) is a part of this ambition. As a result, this is an exciting time to join the CCUS team as we look to deliver the commitments set out in the Prime Minister’s 10 Point Plan for a Green Industrial Revolution and the government’s Net Zero Strategy.
- We have entered into a period of complex multi-dimensional negotiations that are likely to have far reaching impacts on the success of CCUS across the UK and have a role available to join our growing negotiation team.-
**Person specification**:
You’ll be a key part of the negotiating team for the economic licence for CO₂ Transport and Storage (T&S) networks. Our proposed business model for CO₂ T&S, the TRI (T&S Regulatory Investment) Model, is based on an economic regulation funding model. This reflects the monopolistic characteristics of T&S networks, similar to other regulated utilities, and builds on the UK’s strong track record of independent economic regulation that has delivered significant benefits in the utilities sectors.

You will support the Negotiations for the Transport & Storage networks across the CCUS Track 1 clusters, playing a leadership role in ensuring Governmental priorities are achieved. Our approach to design of the TRI model is informed by the Principles of Economic Regulation which set a framework for delivering clarity about the role of government and regulators. At the core of these principles is the importance of stable, predictable and independent regulatory frameworks to provide vital consumer protections and to facilitate efficient investment and sustainable growth.

We expect the role to lead or support the following work streams: Negotiation of the Economic License and/or other commercial contracts for each T&S Company; financial modelling and due diligence; cross-programme interface; including of the planned Government Support Package which will operate like an insurance scheme).

Key responsibilities will include:

- Contributing to the design and delivery of negotiation process for CCUS T&S projects hoping to receive revenue and capex support
- Co-ordinate any required due diligence
- Manage financial, legal and technical consultants
- Running commercial negotiations, supporting senior members of the team to finalise contracts
- Present to senior stakeholders, brief Ministers, HMT, and No 10
- Manage commercially sensitive information and maintain a risk register, as well as considering possible mitigations
