QUALIFICATIONS AND RELEVANT TRAINING
ESSENTIAL
Valid driving license.
Computer skills with the ability to operate standard operating programmes such as Microsoft Office.

DESIRABLE
Relevant higher education qualification.
I.O.S.H. certificate or risk assessment qualification / training.
RYA Advanced Powerboat or Powerboat Level 2 Certificate.
4x4 off-road driving training
E.C.D.L. or similar information technology qualification / training

RELEVANT EXPERIENCE
ESSENTIAL
Knowledge of the principles of beach safety and awareness of coastal by-laws and regulations.
Awareness of the Marine Code and coastal environmental designations.

DESIRABLE
Experience or understanding of Local Government procedures and protocols.
Employment experience of working within the maritime or coastal industry.
Experience of appointing and managing staff.
Experience of managing and administering projects.

SKILLS AND SPECIALIST KNOWLEDGE
ESSENTIAL
Good communication skills with the ability to converse diplomatically with members of the public and with colleagues.
Understanding and awareness of maritime activities and tidal and weather information.

DESIRABLE
Able to analyse and present statistical data
The ability to design information pamphlets and forms to distribute to the public.

LANGUAGE REQUIREMENTS
ESSENTIAL
Listening and Speaking Higher level
Able to follow a conversation or discussion through the medium of Welsh and English on a professional level and discuss general day to day topics in the field in order to present information and express opinions.

Able to give a pre-prepared presentation and respond to any comments and questions on it in Welsh or English.

Reading and Comprehension Higher Level
Able to understand standard written Welsh and English; both formal and informal.
Able to gather information from various sources such as letters, reports, articles through the medium of Welsh and English in order to fulfil the post.

Writing Higher Level
Present written information confidently by letter, more detailed and technical report formats, and respond to written requests conveying information, ideas and opinion in Welsh and English (help is available to check the work).

Purpose of the Post.
- Ensure that the people of Gwynedd are at the heart of everything we do.
- Assist the Maritime Service Manager to undertake daily duties and functions in line with the managerial requirements of the Maritime Service, ensuring a significant improvement in the quality and management of the coastline.

Responsibility for functions e.g. staff, budgets, equipment
- Delegated responsibility for all staff, finance and resources of the Maritime Service as required.
- Managing the service in conjunction with the Senior Harbour Officer in the absence of the Maritime Service Manager.
- Managerial responsibility for the service’s permanent Beach Officers.
- Appoint, train and manage all of the service’s seasonal staff together with purchasing and distributing all equipment and uniform.
- Co-ordinating and ensuring that all coastal safety equipment and apparatus are checked and that the relevant inspection forms are completed as required.
- Responsibility for the beach’s ‘float’ and the safe transfer of registration and launch fees to the Maritime Office, Post Office or Bank.
