**Main Purpose of Job**
Pan Africa Department’s goal is to support a safer, healthier, more resilient and prosperous Africa. We work across (real and virtual) borders by leading the Foreign Commonwealth and Development Offices (FCDO) overall strategy, regional policy, multi-country programming, and international partnerships for Sub-Saharan Africa. It has three main roles:

- Support FCDO’s Africa Directors to shape and implement His Majesties Government’s (HMG) Africa strategy and FCDO’s policy priorities and international partnerships - and to play a leadership role on Africa across Whitehall.
- Connect FCDO’s country offices in Africa, central FCDO departments, and other government departments to support better regional policy and programming coherence across Africa.
- Support millions of Africans through flagship regional programmes where FCDO does not have a bilateral presence, or where the issue requires a cross-border or multi-country response (e.g. trade, pandemics, climate change, migration, peace and security).

This role sits within the Africa Human Development team comprising advisers (health and social development), programme managers and generalists. The team leads on the Human Development Shift and Global Health Security sub-shift of the UK’s Strategic Approach to Africa. On Demography and Global Health Security, it is working across Whitehall to develop His Majesties Government’s policy in these vital areas and delivering strategically important multi-country programmes.

The role will include:

- Working with Senior Responsible Owners (SROs), Programme Responsible Owners (PROs) and Lead Advisers to contribute to the effective delivery of a portfolio of complex regional programmes, including financial and risk management.
- Adhering to and advising colleagues on programme management rules, compliance and standards.
- Developing and managing internal and external relationships relevant to effective delivery of regional programmes.
- Opportunities to learn more about the team agendas by providing flexible support across the team.
- Deliver cross-cutting corporate tasks for the team.

This role will be focused on delivering the Tackling Deadly Diseases in Africa Programme 2 (TDDAP2), which aims to save lives and reduce the impact of infectious disease outbreaks on African populations. This is a great opportunity to work at the forefront of FCDO’s largest regional African health security programme at a pivotal time in global health, working with key stakeholders.

Corporate responsibilities will be varied and will provide exposure to the range of work undertaken across the Pan-Africa Department.

**Roles and Responsibilities**
In this role, you will be responsible for supporting the Deputy Programme Manager in managing a project’s delivery cycle - this means having responsibilities such as:

- Contributing to the development of a Business Case and log frames where appropriate.
- Managing routine Due Diligence exercises where required and with support of Deputy Programme Manager (DPMs) and Programme Managers (PMs).
- Contribute to development of project risk strategies, focusing on mitigating the risk of fraud and corruption. Will maintain project risk register, proactively
highlighting and escalating concerns, risks and issues to appropriate level.
- Leading on programme transparency compliance requirements and maintaining effective information management across the programme, including programme delivery plans and updating IT systems.
- Manage project team’s commercial engagement with Procurement Specialists.
- First drafts of straight forward terms of reference (ToRs), initiate amendments for contracts/agreements where required.
- Ensure asset registers are established and financial budgets and in-year forecasts loaded onto system. Organise spot checks on project assets as required.
