The Renewable Energy Environmental Advice (REEA) Group in Marine Scotland Science sits within the Marine Directorate of the Scottish Government and are responsible for providing advice within government on the potential environmental impacts of marine energy on key ecological receptors, and plays a pivotal role in improving the scientific evidence that informs that advice.
Our advisors also provide advice on other Scottish Government policy priorities, such as marine protected area and species management, and regulation of other marine industries.
You will play take a leadership role in ensuring the provision of high quality within-government scientific advice on offshore wind energy planning, policy, and consenting in Scotland's seas. This will involve rigorous quality control and quality assurance of the advice produced by the specialist advisors within MSS on a range of environmental receptors including marine mammals, seabirds, fish, fisheries, benthic ecology and oceanography.
The post will ensure delivery of authoritative scientific advice within government, and consistency in approach across other policy areas that we advise on, such as protected habitats or species. The role will require close working with other divisions within the Scottish Government, including the Licensing Operations Team and the Planning and Strategy team within Marine Scotland, and the Offshore Renewables Evidence Team within the Offshore Wind Directorate.
As part of the REEA team of scientists, you will identify and address key knowledge gaps through delivery of applied research, with a particular focus on fish and benthic species and habitats. This includes contributing to the ScotMER programme, scoping research, participating in research activities, providing science input and oversight of the commissioning and delivery of research projects, developing strong collaborations including PhD supervision, seeking external funding to support research and other means of delivering high quality research.
You will also help to maintain and further develop good working relationships with relevant stakeholders, including NatureScot, JNCC, RSPB, academia, consultants and industry. You will represent the Scottish Government and the Marine Directorate at national and international forums.
This is a varied and highly rewarding post in a technical field of scientific excellence, and the post holder must successfully manage a range of competing priorities often to very tight deadlines.
**Job description**:
- Ensure science advice provided by specialist advisors on marine renewable and other marine consenting, licensing, planning or policy issues, are of high quality and are consistent.
- Lead the relationship between specialist advisors within REEA and regulatory colleagues within Marine Scotland, and associated stakeholders outside of Scottish Government.
- Develop and maintain collaborative networks with colleagues in industry, academia and representatives from other governments, within the UK and internationally, to ensure the best available science informs advice.
- Work closely with specialist advisors (particularly fish and benthos) in REEA in the identification, development and delivery of applied research projects related to marine renewable energy.
- Engage with colleagues across different Divisions and Directorates at all levels of Scottish Government, including at Ministerial level when required, as well as a broad range of external stakeholders across the marine renewables sector.

**Person specification**:
- A comprehensive understanding of, and experience of applying, quantitative approaches of relevance to environmental assessments and Habitat Regulation Appraisals of marine renewables or other licenced marine activities.
- A demonstrably good understanding of regulation and legislation relating to marine renewables or other licenced marine activities.
- The ability to work independently with good organisational skills and effectively prioritise work and manage projects.
- Experience of ensuring the successful delivery of advice or technical documents to a range of stakeholders/ clients, ensuring that appropriate quality assurance processes are followed.
