Government’s actions will deliver a pioneering data economy, where data and data use are seen as opportunities to be embraced, with risks guarded against in a proportionate and targeted way. The directorate’s work is geared around delivery of the UK National Data Strategy and its key missions:

- Unlocking the value of data held across the economy
- Securing a pro-growth and trusted data regime
- Ensuring the security and resilience of the infrastructure on which data relies
- Championing the international flow of data and its use

Our ambitious programme of work over the next 12 months includes introducing primary legislation, delivering a suite of bilateral and multilateral international agreements, designing new and ambitious investment packages as well as a continued strengthening of the evidence base on which we are setting policy in what remains a novel and fast-moving area.

**Job description**:
The team are recruiting for 2 Band As:

- Data Transfers - Multilateral Tools and Mechanisms
- Data Transfers - EU adequacy risk management and ATCs

Post-holders will be responsible for driving forward delivery of identified priority workstrands or emerging workstrands. This will involve improving our evidence, building a convincing case for change that has Ministerial and cross-Whitehall buy-in, and promoting our approach in international fora.

The post-holders will:
Data Transfers - Multilateral Tools and Mechanisms
- Develop the UK’s approach to multilateral international transfer tools, working with analysts and lawyers to assess existing initiatives, and identify opportunities to maximise opportunities in the medium-long term
- Lead work with lawyers to develop the UK’s approach to the Global Cross Border Privacy Rules Forum, and leading engagement with the USA and international partners to deliver UK objectives.
- Work with colleagues in IDF to ensure UK positioning at wider multilateral fora (OECD/G7 etc) on data transfers issues reflects priorities

Data Transfers - EU adequacy risk management and ATCs
- Lead across whitehall for EU adequacy risk monitoring and management, preparation of adequacy risk assessments for new HMG policies, and advising ministers on risk level (via quarterly reports and ad hoc advice)
- Leading work on Monitoring and Assessment approach for adequate third countries ahead of sunset date of end 2024, and coordinating work across the team to assess ATCs in line with Ministers’ preferred approach.

Both roles will line manage 1 band B.

**Essential requirements**
- A track record of delivering objectives in a complex policy/political environment.
- Strong communication skills, and the ability to work across and beyond departmental boundaries to build and maintain relationships with senior level stakeholders within and externally to government.
- The ability to think strategically and get to grips with complex policy areas quickly, including comfort working with legal and analytical colleagues to produce well evidenced and designed policy recommendations which reflect the risks and benefits of various options
- A commitment to positive and inclusive leadership.

Desirable skills

- Experience of influencing policy development/delivery internationally
