Facilities & Asset Management Support Officer
6 months ago
Summary
In February 2019 Wiltshire Council acknowledged that there is a climate emergency and committed to making the council carbon neutral by 2030 and seek to make the county of Wiltshire carbon neutral by the same date.
**LIVE **WORK** DEVELOP**
**What are we doing**
Part of the plan to achieve those targets includes investing in low carbon projects across the operational portfolio of buildings, utilising government funding alongside the council’s own carbon reduction budget.
Alongside that, the council is implementing stringent energy efficiency practices to ensure that all spending on energy and water is carefully monitored, properly recorded, and closely managed.
The council must also record, collate and monitor energy data in order to calculate carbon emissions and report annually on our carbon footprint. It is vital that the information is accurate, reliable, and up to date.
**About the role**
This is an exciting and challenging role that supports the council’s programme of energy management across all operational sites.
Working within the Strategic Asset Management and Facilities Management Team, you will assist the Energy Team in the utility management and Carbon Reduction programmes of work.
This includes:
- Attend the office at least once a week to collect post, and ensure that all post is scanned and properly dealt with.
- Providing support to the Technical Lead with Gas, Electricity, and Water management
- Receiving and processing the monthly electronic consolidated bills for energy and water, making sure they are accurate and up to date and that they are processed and paid on time.
- Processing non-contract utility bills and liaising with the Estates or Housing Teams where appropriate.
- Liaising with utility suppliers to request billing or communicate changes to supplies.
- Liaising with Schools and Academies that are utilising the council’s energy contract, under instruction from the Technical Lead
- Being responsible for entering utility information into the council’s energy database (SystemsLink) either manually or by the electronic import
- Maintaining accurate utility records by ensuring all building or supply changes are updated in the database
- Attending site visits on request to assist Technical Leads or Officers or to facilitate contractor visits
- Attending site visits to take utility meter reads and upload reads to web portals or energy databases as required.
The role will be based within the Energy function of the FM team but will work closely with colleagues in the Maintenance and Contracts function of the team and with the Housing Team and Estates Team.
**About You**
- You will have good administration and information processing skills and be able to quickly pick up the use of the SystemsLink energy database and the Concerto Property Asset Management system
- You will have excellent ICT skills and be able to use all Microsoft Office tools to a high level, particularly Excel.
- You will have good maths skills and be confident carrying out financial calculations.
- You will have good organisational skills, be able to work on your own initiative, and be able to prioritise your workload.
- You will have good practical skills and be willing to sometimes get your hands dirty, whether that be when hand filling biomass pellets into hoppers or finding a water meter in an overgrown and muddy field.
- You must hold a full UK driving licence.
